1704-02-0001.13 LUP240001 – The New Jersey Economic Development Authority (“NJEDA”) has submitted an application to the Department’s Division of Land Resource Protection for a CAFRA Individual Permit, a Coastal Wetlands Permit, a Waterfront Development Individual In-Water Permit, a Freshwater Wetlands Individual Permit, and a Flood Hazard Area Verification for changes to the proposed design of the Phase 2 portion of the New Jersey Wind Port on Block 26, Lots 1, 2, 4.02, 5, 5.02 & 5.03 in Lower Alloways Creek Township, Salem County. The original design of Phase 2 portion of the New Jersey Wind Port received Division permits on October 11, 2023 under Division file# 1704-02-0001.12 LUP230001. The work proposed under this application consists of the construction of a second marshalling port and associated manufacturing infrastructure in support of offshore wind development. The proposal includes both in-water and upland activities to prepare the site for use in construction, staging, vessel loading, and shipping of materials to offshore wind installation areas as well as manufacturing. The application also proposes the construction of a confined disposal facility (“CDF”) and the beneficial reuse of dredge material.

0000-24-0013.1 CDT240001 – Atlantic Shores North Offshore Wind Federal Consistency Certification The Department of Environmental Protection has received a request for a Federal Consistency Certification from Atlantic Shores Offshore Wind, LLC to develop a commercial-scale, offshore wind energy generation facility within Lease Area OCS-A 0549 off the coast of New Jersey. The Atlantic Shores North project consists of the development of an offshore wind farm with a maximum of 157 wind turbine generators, up to 8 small, 4 medium, or 3 large offshore substations, inter-array and/or inter-link cables, and a meteorological tower that will be located in Federal offshore waters approximately 8.4 miles from the New Jersey shoreline within Bureau of Ocean Energy Management (“BOEM”) Lease Area OCS-A 0549 as well as accompanying electric transmission cables from the Lease Area to potential points of interconnection in New Jersey and/or New York.

1319-18-0017.1 LLI240001 – Mid-Atlantic Offshore Development, LLC (MAOD) has submitted an application to the Department’s Division of Land Resource Protection for a Letter of Interpretation (LOI) to verify the limit of wetlands, transition areas, and State Open Waters on Block 5, Lots 2 & 3 in Howell Township, Monmouth County. The LOI will aid in the design and permitting of a proposed substation on the property intended to support the State of New Jersey’s renewable energy goals. The intended project will provide an electrical grid tie-in location for future offshore wind development projects. Any permits necessary for the construction of the substation will be applied for in the future.

0000-21-0022.2 LUP240001 & LLI240001– Atlantic Shores Offshore Wind Project 1, LLC has submitted an application to the Department’s Division of Land Resource Protection for a CAFRA Individual Permit, a Waterfront Development Individual In-Water Permit, a Coastal Wetlands Permit, a Freshwater Wetlands Special Activity Transition Area Waiver for Linear Development, and a Freshwater Wetlands Letter of Interpretation for the proposed construction of the nearshore and onshore components associated with the development of the Atlantic Shores Offshore Wind Project 1 offshore wind farm proposed in federal waters off the coast of New Jersey within BOEM Lease Area OCS-A 0499. The application also requests confirmation that the project meets the requirements of Flood Hazard Area Permits-by-Rule 36 & 37.

1300-24-0002.1 LUP240001– Atlantic Shores Offshore Wind, LLC, has submitted an application for authorization of geotechnical survey borings within state waters off the coast of the Borough of Sea Girt and Borough of Manasquan to inform the design of potential cable route options for potential offshore wind farms off the coast of New Jersey. The geotechnical investigation will consist of up to 150 samples advanced via a combination of hollow stem auger and mud rotary drilling techniques to a target depth of up to 150 feet.

0102-24-0001.1 LUP240002 – Atlantic Shores Offshore Wind Operations and Maintenance Facility – Atlantic Shores Offshore Wind Services, LLC has submitted an application for a CAFRA Individual Permit and a Waterfront Development In-water Individual Permit (DLRP File #0102-24-0001.1 LUP240002) for the proposed construction of an operations and maintenance facility on Block 567, Lot 2 in Atlantic City, Atlantic County. The project consists of the construction of a warehouse, office, cranes, and docks for boat mooring, which will provide support services for commercial-scale, offshore wind energy facilities within Lease Area OCS-A 0499 off the coast of New Jersey. The offshore wind facilities in Federal waters are not part of this application and are currently being reviewed under a Federal Consistency Request.

0102-24-0003.1 LUP240001– Atlantic Shores Offshore Wind, LLC, has submitted an application for authorization geotechnical survey borings at twelve (12) locations within state waters in the Atlantic Ocean and three (3) locations within Great Thorofare to inform the design of potential cable route options for potential offshore wind farms off the coast of New Jersey. Seven (7) of the sampling locations within the Atlantic Ocean will consist of up to forty-two (42) sediment samples advanced via vibracoring methods to a depth of 6 meters, and forty-two (42) cone penetration tests to a depth of 6 meters. The remaining five (5) sampling locations within the Atlantic Ocean and the three (3) sampling locations within Great Thorofare will consist of up to two-hundred and forty (240) sediment samples using hollow stem auger and mud rotary drilling techniques.

0000-21-0022.3 LUP240001 – Atlantic Shores Offshore Wind Project 2, LLC has submitted an application to the Department’s Division of Land Resource Protection for a Waterfront Development Individual In-Water Permit for the proposed installation of the portion of the electric transmission export cable within New Jersey State waters within the Atlantic Ocean off the coast of the Borough of Sea Girt in Monmouth County. The HVDC export cable bundle will consist of two (2) HVDC cables and one fiber optic cable and is intended to transmit electric power generated from the Atlantic Shores Offshore Wind Project 2 offshore wind farm proposed in federal waters off the coast of New Jersey within BOEM Lease Area OCS-A 0499 to New Jersey.

0102-24-0001.1 LUP240001 – Atlantic Shores Offshore Wind Bulkhead Atlantic Shores Offshore Wind Services, LLC has submitted an application for a CAFRA Individual Permit, a Waterfront Development In-water Individual Permit, and a Flood Hazard Area Verification (DLRP File #0102-24-0001.1 LUP240001) for the proposed construction of a new bulkhead on Block 567, Lot 2 in Atlantic City, Atlantic County. The bulkhead is associated with a future proposed operations and maintenance (O&M) facility at this site, which will provide support services for commercial-scale, offshore wind energy facilities within Lease Area OCS-A 0499 off the coast of New Jersey. The offshore wind facilities in Federal waters are not part of this application and are currently being reviewed under a Federal Consistency Request. The O&M facility and offshore wind facilities within State waters are also not part of this application and will require separate permit application submittals in the future.
- Atlantic Shores Offshore Wind Federal Consistency Certification
The Department of Environmental Protection has received a request for a Federal Consistency Certification from Atlantic Shores Offshore Wind, LLC to develop a commercial-scale, offshore wind energy facility within Lease Area OCS-A 0499 off the coast of New Jersey.
The Project consists of the development of two offshore wind energy generation projects (Projects 1 and 2), including up to 200 wind turbine generators that will be located in federal offshore waters approximately 8.7 miles from the New Jersey shoreline within Bureau of Ocean Energy Management (“BOEM”) Lease Area OCS-A 0499 (“Lease Area”) as well as accompanying electric transmission cables from the Lease Area to two landfall points in Atlantic and Monmouth counties, respectively.

0000-21-0008.2 CAF230001 – Ocean Wind LLC has submitted an application to the Department’s Division of Land Resource Protection for a major technical modification of the CAFRA Individual Permit issued under Division file# 0000-21-0008.2 LUP220001 for components of the Ocean Wind 1 offshore wind project. The CAFRA modification application proposes modifications to the onshore export cable installation method from traditional open cut and cover installation to jack and bore construction under the rail lines on the approach to the B.L. England substation at two locations. Additionally, along the Oyster Creek cable route, the modification application proposes the addition of a temporary laydown area east of Route 9, the addition of two (2) temporary laydown areas adjacent to the interconnection cable from the Oyster Creek substation to the point of interconnection with the existing grid, and a minor shift in the cable alignment.

1344-03-0001.3 LUP230001 – Attentive Energy, LLC, has submitted an application for authorization of geotechnical survey borings within state waters in the Atlantic Ocean to inform the design of potential cable route options for potential offshore wind farms off the coast of New Jersey. The geotechnical investigation will consist of up to ten (10) sediment samples advanced via vibracoring methods to a depth of 6 meters, and ten (10) cone penetration tests to a depth of 6 meters.

0000-23-0023.1 LUP230001 – Invenergy Wind Offshore LLC has submitted an application to the Department’s Division of Land Resource Protection for a Waterfront Development Individual In-Water Permit to conduct geotechnical survey borings within New Jersey waters in the Atlantic Ocean, Lower New York Bay or Raritan Bay, and the Upper New York Bay to collect data for design of a potential export cable associated with an offshore wind farm. The work will consist of up to 65 geotechnical borings via vibracore, 65 cone penetration tests (CPTs), and 59 geochemical borings via vibracore within New Jersey State waters. Of 65 geotechnical borings, 5 will be nearshore and associated with the potential horizontal directional drill (HDD) for the landfall of the electric transmission cable and 60 will be associated with the export cable corridor. Of the 65 CPTs, 5 will be nearshore and 60 will be associated with the export cable corridor. Of the 59 geochemical borings, 6 will be nearshore and 53 will be associated with the export cable corridor. The depth of the borings will vary between 8 feet and 98 feet below the mudline.

1300-23-0005.1 LUP230001 – Community Offshore Wind, LLC has submitted an application to the Department’s Division of Land Resource Protection for a Waterfront Development Individual In-Water Permit to conduct geotechnical survey borings within New Jersey waters in the Atlantic Ocean and the Lower New York Bay or Raritan Bay to collect data for design of a potential export cable associated with an offshore wind farm. The investigations will include up to 21 geotechnical sampling locations via vibracore sampling and/or cone penetration tests (CPTs). Each location will result in temporary impacts to less than one square foot of the seabed.

0000-23-0027.1 LUP230001 – Queensboro Development, LLC has submitted an application to the Department’s Division of Land Resource Protection for a Waterfront Development Individual In-Water Permit to conduct geotechnical survey investigations within New Jersey State waters, specifically the Upper New York Bay, the Lower New York Bay or Raritan Bay, and the Atlantic Ocean, to collect data for characterization of marine sediments to support design and permitting of the Queensboro Renewable Express, an approximately 400 kilovolt submarine cable facility designed to deliver approximately 2.62 gigawatts of wind energy generated in BOEM Lease Areas located in the federal waters of the Outer Continental Shelf (OCS) into NYISO Zone J at the site of the Ravenswood Generating Facility in Long Island City, New York. The proposed investigations will take place in two locations within New Jersey state waters and result in ten (10) benthic grab samples and 19 vibracore samples. Each benthic grab sample will result in the temporary disturbance of 4 square feet of seabed while each vibracore sample will result in the temporary disturbance of 27 square feet of seabed.

1700-23-0001.1 LUP230001 Atlantic City Electric has submitted an application to the Department’s Division of Land Resource Protection for a Freshwater Wetlands Individual Permit, Flood Hazard Area Verification, Flood Hazard Area Individual Permit, Waterfront Development In Water Individual Permit, Waterfront Development Upland Individual Permit, and Coastal Wetlands Permit to construct an 11.25-mile-long single circuit 69 kV transmission line within Lower Alloway’s Creek Township and Quinton Township, Salem County. The new 69 kV transmission line will consist of a total of 283 steel structures and 3 wooden structures ranging in heights from 47’ to 105’, situated largely within existing Atlantic City Electric or roadway Right(s)-of-way. The new 69 kV transmission line will extend from the existing Atlantic City Electric Quinton Substation located in Quinten Township, Salem County and end at the authorized, but yet to be constructed customer owned New Jersey Wind Port 69 kV substation located adjacent to the Hope Creek Nuclear Generating Station in Lower Alloway’s Creek Township, Salem County. The new 69 kV transmission line will supply power to the New Jersey Wind Port 69 kV substation to support mobilization and construction of offshore wind components.

1704-02-0001.11 LUP230001 – The New Jersey Economic Development Authority (“NJEDA”) has submitted an application to the Department’s Division of Land Resource Protection for a CAFRA Individual Permit, a Coastal Wetlands Permit, a Freshwater Wetlands Individual Permit, and a Flood Hazard Area Verification for the construction of Phase 1B of the New Jersey Wind Port on Block 26, Lots 4.02 & 5.02 in Lower Alloways Creek Township, Salem County. The work proposed under this application consists of the construction of an expanded laydown and marshalling area, the construction of a new light manufacturing facility for the assembly, testing, and storage of nacelles for offshore wind turbines, and the construction of a heavy haul road to provide a connection for the transportation of materials between parcels. The application is complete for the start of the public comment period, which will begin with publication in the DEP Bulletin on March 15th, 2023.

0000-21-0008.4 LUP220001 – Ocean Wind, LLC has submitted an application for a CAFRA Individual Permit and a Freshwater Wetlands General Permit 12 for proposed geotechnical investigations associated with their Ocean Wind 1 project on properties located in Lacey Township and Ocean Township in Ocean County and in Ocean City, Cape May County. The geotechnical work consists of 44 soil boring to collect waste classification samples and 41 soil borings for soil characterization. Within 30 of the 41 soil characterization borings, 26 temporary well points and 4 monitoring wells will be installed to collect groundwater samples. The work also consist of the creation of three (3) test trenches. Portions of the work proposed under this application require a Coastal Wetlands Permit. The request to amend the application to add a Coastal Wetlands Permit application to the project was submitted on January 31, 2023. The Coastal Wetlands Permit application will be declared administratively complete once the application fee is received.

0800-20-0002.1 FHA220001 & WFD220001 – Gloucester County Improvement Authority has submitted an application for major modifications of Flood Hazard Area Permit and Upland Waterfront Development Permit DLRP File# 0800-20-0002.1 LUP200001 which authorized the construction of a manufacturing facility at the Paulsboro Marine Terminal to support the construction of offshore wind farms. The submitted modification applications propose to relocate and reduce in size the proposed buildings and to revise the layout and location of the pavement and gravel areas. The proposed modifications also require revisions to the stormwater management system at the site.

0800-07-0003.4 LUP220001 – South Jersey Port Corporation has submitted an application for a Flood Hazard Area Individual Permit, an Upland Waterfront Development Permit, a Freshwater Wetlands Transition Area Waiver Averaging Plan, and a Freshwater Wetlands Special Activity Transition Area Waiver for Redevelopment for the construction of the second phase of the offshore wind manufacturing facility at the Paulsboro Marine Terminal. This phase of the project will involve the construction of two fabrication buildings, drive aisles, parking, and stormwater management facilities.

1300-22-0010.1 LUP220001 – Ocean Wind 2, LLC has submitted an application for a CZM General Permit 23 to conduct geotechnical investigations in the Atlantic Ocean and at two upland locations in Monmouth County, one in Asbury Park City and one in Long Branch City, to inform the design of potential cable route options for a potential 1,148 MW offshore wind farm off the coast of New Jersey within Lease Area OCS-A 0532. The geotechnical investigations will consist of approximately 114 sediment samples ranging in depths from 6 meters to 30 meters.
- Offshore Wind Third Solicitation Draft Guidance Document
The New Jersey Board of Public Utilities (“BPU” or “Board”) has released the draft solicitation guidance document (“SGD”) for its third offshore wind solicitation (“Third Solicitation”).
The Third Solicitation is designed to help meet New Jersey’s clean energy goals, and to implement Governor Phil Murphy’s vision of making New Jersey a leading hub of offshore wind. The Board seeks to promote robust competition in this Third Solicitation and future solicitations to support the continued development of the offshore wind industry in New Jersey.
A virtual public stakeholder meeting to discuss the draft SGD will be held on December 13, 2022, and written comments will be accepted until Thursday, December 29, 2022. All public comments should be filed under Docket No. QO22080481. For more information, please see the Notice released by the BPU.

The Department of Environmental Protection has received a request for a Federal Consistency Determination from the U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) for the issuance of a lease or leases within the New York Bight Wind Energy Area offshore the State of New Jersey.
The proposed action includes: Lease issuance, together with surveys for shallow hazards, geological, geotechnical, archaeological resources, and biological purposes; and, site assessment activities (including the installation and operation of meteorological buoys).
The Department of Environmental Protection welcomes comments and any information that you may provide concerning the proposed Project by October 6, 2021.

0102-22-0012.1, LUP220001 – Atlantic Shores Great Thorofare to conduct eight (8) sediment samples within Great Thorofare in Atlantic City, Atlantic County. This will include up to 4 boring sample locations with a maximum 6-inch radius and up to 4 cone penetrometer tests (CPT) with a maximum 1 ¾-inch radius. Four of the sampling locations will only include a soil boring with samples taken at regular depth intervals for analysis, and four of the sampling locations will only include a CPT sounding which will be advanced to a depth of approximately 150 feet.
Environmental Resources Offshore Wind Working Group
The New Jersey Environmental Resources Offshore Wind Working Group draws representatives from commercial and recreational fishing industries, conservation organizations, maritime industry, and fisheries councils. The Working Group will ensure that interested parties have a seat at the table with government officials to help shape the Murphy Administration’s offshore wind strategy and implementation.
