Request for Proposal – Spring Meadow Golf Course & Inn Lease (Last updated July 17, 2024)

On May 1, 2024, the Department of Environmental Protection issued a Request for Proposal (RFP) seeking an operator for the Spring Meadow Golf Course & Inn in Wall Township, Monmouth County.  Pursuant to the RFP, potential bidders were given until May 31, 2024 to submit questions about the RFP.  The Department’s responses to these questions were to be posted by June 7, 2024.

Due to the volume of questions received, the Department made several adjustment to the deadlines for responding to questions from potential bidders and for submission of bids.  The current deadlines are:

  • On or before July 18, 2024:  The Department’s responses to questions received on the RFP by May 31, 2024 will be posted.
  • On or before August 22, 2024:  Close of bids (at noon).

Please note that only those potential bidders who attended (or were represented at) the Mandatory Pre-Bid Meeting and Site Visit held on May 30, 2024 are eligible to bid on this RFP.

 

The Department of Environmental Protection is issuing a Request for Proposal to solicit proposals from qualified bidders to operate, maintain, and manage the Spring Meadow Golf Course Property, which includes an 18-hole State-owned public golf course with a driving range, restaurant/bar and halfway house, located in Wall Township, Monmouth County, New Jersey.  The Lease Agreement will be awarded through a sealed public bid process.

A Mandatory Pre-Bid Meeting and Site Visit will be held at the Spring Meadow Golf Course Property on May 30, 2024 at 1:30 p.m. The address for the specific meeting location is 4185 Atlantic Avenue, Farmingdale, New Jersey 07727 (the restaurant/bar). Each bidder, or an authorized representative for the bidder, must register and attend the Mandatory Pre-Bid Meeting and Site Visit. Bids will only be accepted from those bidders who were properly registered at the Mandatory Pre-Bid Meeting and Site Visit.

In the event inclement weather is anticipated on the day of the Mandatory Pre-Bid Meeting and Site Visit, the Department will post an update with information on cancellation to this website by 5:00 pm on May 29, 2024. The rain date is scheduled for June 4, 2024 at 1:30 pm.

A Bidder must submit a completed BID APPLICATION and BID PROPOSAL FORM (please refer to the Bid Submission Instructions and/or RFP for the number of copies required) for this opportunity. Bid Proposal packages must be received by the Public Land Administration Section by the closing date for the bidLATE PROPOSALS SHALL BE INELIGIBLE FOR CONSIDERATION. *The State Park Service and the Division of Fish and Wildlife have different leasing requirements and special attention should be made to the lease location.  The “Draft State Parks Service Farm Lease Agreement” will apply to any parcels within a State Park and the “Draft Fish and Wildlife Farm Lease Agreement” will apply to any parcels within a Wildlife Management Area (WMA).
