Notice of Administrative Corrections to Woodhaven AACO Amendment Proposal to the Lower Raritan/Middlesex County Water Quality Management Plan
A public Notice of Administrative Corrections to Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on February 3, 2025, in the New Jersey Register (NJR). The January 6, 2025 publication of the NJR (57 N.J.R. 93(a)) contained preliminary notice regarding the proposed amendment, identified as Woodhaven AACO (Program Interest No. 435463, Activity No. AMD240003) in Old Bridge Township, Middlesex County. These administrative corrections will: 1) notice that the proposed amendment as described in the January 6, 2025 notice has been withdrawn; 2) clarify that the Department has begun the process to revise the WQM Plan to effectuate the reinstated sewer service area (SSA) in accordance with the court order; 3) cancel the public hearing currently scheduled for February 12, 2025, and; 4) continue the public comment period until February 24, 2025.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on January 6, 2025, in the New Jersey Register. The proposed amendment, identified as Woodhaven AACO (Program Interest No. 435463, Activity No. AMD240003), would expand the sewer service area (SSA) of the Middlesex County Utilities Authority Sewage Treatment Plant (MCUA STP) by 56.56 acres to include existing and proposed portions of the Woodhaven Village residential development. The proposed SSA is located on: Block 22001.14, Lots 14 (portion), 15-27, and 28 (portion) [Section 2-Phase 7 ]; Block 22001.23, Lots 16-38, portions of Lots 1, 14 and 15 [Section 2-Phase 6]; Block 22001.24, Lots 5-9, portions of Lots 1-4 [Section 2 – Phase 6]; Block 22001.26, Lots 2-19, portions of Lots 1, 20, and 21 [Section 2 – Phase 6]; Block 22001.21, Lot 1 (portion) [Section 2-Phase 4]; Block 22000, Lot 27.10 (portion) [Section 3]; and Block 24001, Lot 13 (portion) [Estates 2], within Old Bridge Township, Middlesex County. Section 2, Phases 4 and 7 consists of existing residential units which have already been built and are presently connected to and served by the MCUA sewer system. Section 2, Phase 6 consists of 55 proposed three bedroom or larger single-family homes. Section 3 consists of 154 proposed three bedroom or larger single-family homes, and Estates 2 consists of two proposed three bedroom or larger single-family homes. There are additional proposed homes located within the Estates 2 area; however, these are located within the currently adopted sewer service area and are not the subject of this amendment. The portions of the proposed project located outside of the SSA and not already connected would generate a projected wastewater flow of 63,300 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 and be conveyed to the MCUA Sewage Treatment Plant (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020141).

Proposed Amendment to the Tri- County Water Quality Management Plan:

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Tri-County Water Quality Management (WQM) Plan will be published on December 16, 2024, in the New Jersey Register. The proposed amendment, identified as “2470 Route 206 Pemberton Warehouse” (Program Interest No. 435433, Activity No. AMD220010) would expand the sewer service area (SSA) of the Mount Holly Municipal Utilities Authority (MHMUA) Water Pollution Control Facility (WPCF) (NJPDES No. NJ0024015) by 57.75 acres to serve a proposed 812,500 square feet (SF) building consisting of 772,500 SF of warehouse space and 40,000 SF of office space located on a portion of Block 778, Lot 2.01, in Pemberton Township, Burlington County. The project will generate a projected wastewater flow of 35,175 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Upper Raritan Water Quality Management Plan:
Public Hearing on the Russo Warehouse Harrison (aka Swedesboro Warehousing) – Tri-County WQMP Amendment Proposal On April 1, 2024, the Bureau of NJPDES Stormwater Permitting and Water Quality Management published a public hearing announcement for the Russo Warehouse Harrison amendment to the Tri-County Water Quality Management Plan in the New Jersey Register (56 N.J.R. 156 (a)). The public hearing is scheduled for 10:00 am on June 4, 2024, and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.
The hearing will be recorded for public record. Although the online hearing allows for video testimony, it is not required if you wish to testify. If you do not wish to submit video testimony, please turn off your camera during your testimony. At the beginning of the meeting, a NJDEP representative will provide a brief demonstration on how to mute/unmute your microphones, how to turn off your video feed, and how to access the hearing’s conversation box.

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Upper Raritan Water Quality Management (WQM) Plan will be published on September 3, 2024, in the New Jersey Register. The proposed amendment, identified as “Lebanon Borough Municipal Chapter Wastewater Management Plan” (Program Interest No.435434, Activity No.190009) would amend the Hunterdon County Wastewater Management Plan by adding a complete municipal chapter for Lebanon Borough.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 19, 2024, in the New Jersey Register. The proposed amendment, identified as “Beachwood Borough – Forecastle Avenue 2023” (Program Interest No. 435448, Activity No. AMD230009), would expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) in Beachwood Borough, Ocean County by 0.83 acres to include the portions of Lots 5 through 8 in Block 5.28, the portion of Block 5.29/Lot 1 that are not currently in the adopted SSA, and Block 5.29/Lot 2. The proposed project consists of 3 four-bedroom single-family homes: one on Block 5.28/Lot 5 (portion), one on Block 5.28/ portions of Lots 6-8, and one on Block 5.29/Lots 1 (portion) and 2. The proposed project would generate a projected wastewater flow of 900 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit # NJ0029408).

Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on August 19, 2024, in the New Jersey Register. The proposed amendment, identified as “Hexa Builders Millstone” (also known as Millstone Commons) (Program Interest No. 435462, Activity No. AMD220002) would establish a 18.71 acre sewer service area (SSA) for a proposed residential development on Block 11, Lot 19 (portion), Millstone Township, Monmouth County. The proposed project consists of 24 two-bedroom units, and 146 three-bedroom units that would generate a projected wastewater flow of 49,200 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3, to be served by a new onsite discharge to ground water wastewater treatment and disposal system.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 5, 2024, in the New Jersey Register. The proposed amendment, identified as “Jackson Parke” (Program Interest No. 435448, Activity No. AMD230008) would expand the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) sewer service area (SSA) by 16.032 acres to serve a proposed residential development on Block 10401 Lot 5.01 (portion) and Block 17802, Lot 57.01 (portion), in Jackson Township, Ocean County. The proposed project consists of 96 two-bedroom units, 43 three-bedroom units, a clubhouse, and a pool. The entire proposed project also includes 398 additional two-bedroom units, 563 additional three-bedroom units, and a community center; however, all of these buildings are located within the presently adopted SSA and are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 40,080 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0028142).

Proposed Amendment to the Monmouth and Ocean County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County and Ocean County Water Quality Management (WQM) Plans will be published on August 5, 2024, in the New Jersey Register. The proposed amendment, identified as “255 Squankum Road Warehouse” (Program Interest No. 435462, Activity No. AMD230006) would expand the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) sewer service area (SSA) by 0.21 acres to serve a proposed commercial development on Block 49, Lot 11 (portion), in Howell Township, Monmouth County. The proposed project consists of the renovation and expansion of an existing warehouse/mechanical shop building. The existing structure is 6,430 square feet (sq ft). The proposed expansion is for an additional 2,821 sq ft of warehouse space and 1,398.5 sq ft of loft office space for a total of 10,649.5 gross sq ft. . There is an existing three-bedroom residential dwelling currently used as an office and two smaller structures on the property that are to be demolished. The site currently treats wastewater using an individual subsurface sewage disposal system. The proposed project would generate a projected wastewater flow of 2,015 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 for the office space and five warehouse employees on each of three shifts. The wastewater would be conveyed to the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0028142) via the Manasquan River Regional Sewerage Authority (MRRSA) owned and operated infrastructure system.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on July 1, 2024, in the New Jersey Register. The proposed amendment, identified as “425 Dunhams Corner Road Warehouse” (Program Interest No. 435463, Activity No. AMD220002) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) by 8.53 acres to serve a proposed commercial development located on Block 22.01, Lot 3.01 (portion) and 3.04, within South Brunswick Township, Middlesex County. The proposed project consists of a 200,000 square foot (sq. ft.) warehouse that includes 6,000 sq. ft. of office space. The proposed project would generate a projected wastewater flow of 2,850 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the MCUA Sewage Treatment Plant (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020141).

Proposed Amendment to the Lower Delaware Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Lower Delaware Water Quality Management (WQM) Plan will be published on July 1, 2024, in the New Jersey Register. The proposed amendment, identified as “Trout National – The Reserve Golf Course” (Program Interest No.435441, Activity No.230005) would expand the sewer service area (SSA) of Landis Sewerage Authority by 10.98 acres to serve multiple buildings within a golf course resort, including club houses, a restaurant, a performance center, training facilities, maintenance buildings, a halfway house, member cottages, and associated site amenities, on Block 7503, Lot 35.02 & Block 7701, Lot 4.01, Vineland City, Cumberland County. The project will generate a total of 16,693 gallons per day (GPD) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on June 17, 2024, in the New Jersey Register. The proposed amendment, identified as “SEI Cutters Dock/Pennval Warehouse/Stalwart-Woodbridge” (Program Interest No. 435463, Activity No. AMD210003) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) by 0.48 acres to serve a proposed commercial development located on Block 531.01, Lot 1 (portion), in Woodbridge Township, Middlesex County. The proposed amendment project consists of a 348,533 square foot (sq. ft.) gross floor area warehouse building of which 21,080 sq. ft. is office space. The proposed development also includes a second proposed warehouse building; however, this building is located within the presently adopted SSA and is not the subject of this amendment. As calculated in accordance with N.J.A.C. 7:14A-23.3, the proposed amendment portion of the project will generate a projected wastewater flow of 14,708 gallons per day (gpd), based on 21,080 sq. ft. of office space and 168 warehouse employees on each of three shifts, to be received by the MCUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0020141).

Proposed Amendment to the Northeast, Upper Raritan, and Lower Raritan/Middlesex County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast, Upper Raritan, and Lower Raritan/Middlesex County Water Quality Management (WQM) Plans will be published on June 17, 2024, in the New Jersey Register. The proposed amendment, identified as the “Somerset County Septic Management Plan” would adopt the Septic Management Plan (SMP) component of the Somerset County Wastewater Management Plan. The Somerset County Department of Planning, in coordination with Somerset County Health Officers Association and municipalities, developed the County SMP.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Tri- County Water Quality Management (WQM) Plan will be published on June 3, 2024, in the New Jersey Register. The proposed amendment, identified as “Burlington Resource Recovery Complex Expansion ” (Program Interest No. 435433, Activity No. AMD240001 would allow for expansion of the permitted flow from 0.07 million gallons per day (mgd) to 0.13 mgd for the Burlington County Resource Recovery Wastewater Treatment Plant (NJPDES No.  NJ0055395) located on Block 44, Lot 6, in Mansfield Township, Burlington County.

Proposed Amendment to the Lower Delaware Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Delaware Water Quality Management (WQM) Plan will be published on April 15, 2024, in the New Jersey Register. The proposed amendment, identified as “638 Gershal Avenue” (Program Interest No. 435441, Activity No. AMD230004) is for a new discharge to groundwater (DGW) sewage treatment plant (STP) and sewer service area (SSA) to serve a 962,500 square foot (sf) warehouse building of which 934,500 sf is warehouse space and 28,000 sf is office space. The proposed SSA is 52.5 acres of the 93.3-acre site located on portions of Block 3101, Lots 8-16 in Pittsgrove Township, Salem County. Wastewater from the proposed development will be served by a proposed onsite Discharge to Groundwater (DGW) wastewater treatment system, which will be regulated under a New Jersey Pollutant Discharge Elimination System (NJPDES) permit. The project will generate a projected wastewater flow of 16,825 gallons per day (gpd) based on three shifts using flow calculated in accordance with N.J.A.C. 7:14A-23.3.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex Water Quality Management (WQM) Plan will be published on January 16, 2024, in the New Jersey Register. The proposed amendment, identified as the “Diamond Chip Logistics Park” (Program Interest No. 435459, Activity No. AMD220001) is proposing two warehouse buildings totaling 698,000 square feet (sq. ft.), which includes 10,000 sq. ft. of office space, for three shifts of 185 warehouse employees per shift, and 85 delivery personnel per day on 48.98 acres of a 69.47-acre parcel, located on Block 12008, Lot 23 in Sparta Township, Sussex County. The project will generate a projected wastewater flow of 10,000 gallons per day (gpd) based on flow calculated in accordance with 7:9A-7.4. The proposed onsite DGW wastewater treatment system will be regulated under a new New Jersey Pollutant Discharge Elimination System (NJPDES) permit. The amendment will also remove 20.49 acres from the currently adopted sewer service area. The site is currently occupied by Sparta Sand and Gravel, which operates under NJPDES permit NJ0098621. This permit will be revoked.

The remaining 87.25 acres of the project site are located within the currently approved SSA of the GCUA STP within Woolwich Township. Buildings A and C straddle the municipal border, being partially within the currently approved SSA within Woolwich Township and partially outside of the SSA within Harrison Township. Building A will be 933,610 square feet (sf) food processing space and 29,706 sf office space and Building C will be 295,714 sf of warehouse space and 16,603 sf of office space. Buildings B and D are within the currently approved SSA in Woolwich Township and are not the subject of this amendment. The entire project would generate a projected wastewater flow of 136,000 gallons per day (gpd), with 105,894 gpd of the total associated with Buildings A and C. The wastewater is to be received by the GCUA STP, New Jersey Pollution Discharge Elimination System (NJPDES) Permit No. NJ0024686, via the Woolwich Township Regional Wastewater and Conveyance System, based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

The notice included details on a public hearing scheduled to be held at the McDade Administration Building, 640 South Broad Street, Freeholder Meeting Room 211, Trenton, NJ 08650-0068 on Wednesday, October 11, 2023, at 9:00AM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for October 11, 2023 has been cancelled. In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on September 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Readington Township Block 38/Lot 86” also known as “Harriet’s Mobile Home Park” (Program Interest No. 435434, Activity No. AMD200003), would expand the Readington – Lebanon Sewerage Authority (RLSA) Sewage Treatment Plant (STP) sewer service area (SSA) by 1.753 acres to serve an existing mobile home park. There are 22 existing mobile home units, and the number of units can be expanded to provide a maximum of 24 units, located on Block 38, Lot 86 in Readington Township, Hunterdon County. The existing mobile home units include two (2) 1-bedroom units, eighteen (18) 2-bedroom units, and two (2) 3-bedroom units. The two (2) proposed units would be 2-bedroom units. Wastewater treatment for the existing mobile home park is currently provided by two septic systems, which will be abandoned. On June 5, 2023, the Bureau of NJPDES Stormwater Permitting and Water Quality Management published a public hearing announcement for the Colts Neck Manor amendment to the Monmouth County Water Quality Management Plan in the New Jersey Register (55 N.J.R. 1234(a)). The public hearing is scheduled for 10:00 am on July 13, 2023, and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on June 19, 2023, in the New Jersey Register. The proposed amendment, identified as “St. Mary’s Commercial Center” (Program Interest No. 435448, Activity No. AMD200007) would expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) by 8.1 acres to serve a proposed commercial development located on Block 145 Lot 6.03 (formerly a portion of Lot 9) within Toms River Township, Ocean County. Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on June 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Colts Neck Manor” (Program Interest No. 435462, Activity No. AMD230001) is located on Block 22, Lot 18 (portion) within Colts Neck Township, Monmouth County. This amendment would allow for the construction a proposed residential development consisting of 180 one-bedroom apartments, 165 two-bedroom apartments, 15 three-bedroom apartments, a clubhouse with a swimming pool, and a maintenance building that would generate a projected wastewater flow of 71,250 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3, to be served by a new onsite discharge to ground water (DGW) wastewater treatment and disposal system. The project site is within the currently adopted DGW sewer service, however, that sewer service area was adopted for a significantly smaller scale project and this current WQM Plan amendment is required pursuant to N.J.A.C. 7:15-3.2(c). This amendment also proposes to remove 11.01 acres of the presently adopted DGW sewer service area. A virtual public hearing on the proposed amendment will be held on July 13, 2023. The Department will also be accepting comments on the draft NJPDES DGW Permit Major Modification (NJ0157058) associated with the proposed development at the hearing.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on May 15, 2023, in the New Jersey Register. The proposed amendment, identified as “Calloway’s Restaurant and Bar” (Program Interest No. 435448, Activity No. AMD210005) would expand the sewer service area (SSA) of the Ocean County Utilities Authority Southern Wastewater Pollution Control Facility (OCUA Southern WPCF) by 2.94 acres to serve an existing commercial development located on Block 29/Lots 21 (portion), 22, and 23 (portion) in Eagleswood Township, Ocean County. The existing development onsite consists of an 8,000 square foot (sf) 298-seat restaurant and bar, a 4,800 sf 135-seat restaurant, and a building that has one three-bedroom apartment, two one-bedroom apartments, and a 300 sf area that includes two bathrooms for patrons. This development is presently served by an individual subsurface sewage disposal system (ISSDS septic system). The existing septic system will be closed and all wastewater will be conveyed to the OCUA Southern WPCF [New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0026018]. The site generates a projected wastewater flow of 17,285 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3. This amendment applies only to the existing structures referenced above. Any future expansion of the existing facilities, construction of new wastewater generating structures and/or redevelopment of the site beyond the limits of the proposed sewer service area is not authorized by this amendment and would require additional Department review and an additional WQM Plan amendment.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan will be published on May 1, 2023, in the New Jersey Register. The proposed amendment, identified as “KOA – East Greenwich” (Program Interest No. 435433, Activity No. AMD210008) would expand the sewer service area (SSA) of the Gloucester County Utilities Authority Sewage Treatment Plant (GCUA STP) (NJPDES No. NJ0024686) by 10 acres to serve 86 campsites (69 sites for RV, 2 for tents and 15 for RV/cabin) and an 1,800 SF restroom/shower and self-service laundry building located on a portion of Block 204, Lot 19.02, in East Greenwich Township, Gloucester County. The proposed amendment, identified as “Park Avenue Water Treatment Plant Upgrades” (Program Interest No. 435463, Activity No. AMD210005) would expand the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) sewer service area (SSA) by 0.968 acres to allow for upgrades to an existing drinking water treatment plant on Block 50, Lot 1 (portion), South Plainfield Borough, Middlesex County. The proposed upgrades would enable the plant to treat water for per-and polyfluorinated substances (PFAS) removal. These upgrades to treat for PFAS removal consist of 20 granular activated carbon contactor vessels that use adsorption to remove PFAS from drinking water. The vessels would be washed out one month per year and the projected flow from the backwash from these vessels would be 41,025 gallons per day (gpd). There will also be a projected daily flow of 1,025 gpd consisting of wastewater from the restrooms, bag filter flow washdown, analyzer waste, and softener discharge based on flow calculated in accordance with N.J.A.C. 7:14A-23.3. The plant is not located within the MCUA sewer service area and is presently served by an individual subsurface sewage disposal system (ISSDS septic system) of under 2,000 gpd. The water treatment plant’s existing septic system will be closed and all wastewater will be conveyed to the MCUA STP [New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020141].

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan will be published on September 20, 2021 in the New Jersey Register. Pursuant to Section 303(d) of the Federal Clean Water Act, the New Jersey Water Quality Planning Act and the New Jersey Water Quality Management Planning Rules

In accordance with the Section 303(d) of the Federal Clean Water Act at 33 U.S.C. 1313(d), the New Jersey Water Quality Planning Act at N.J.S.A. 58:11A-7, and the Water Quality Management Planning rules at N.J.A.C. 7:15-5.4, the New Jersey Department of Environmental Protection (Department) is seeking public comments on the Draft 2018 and 2020 combined 303(d) List of Water Quality Limited Waters (303(d) List). This list is posted on the Department’s website at https://www.state.nj.us/dep/wms/bears/assessment.htm under the Statewide Assessments header. A public notice requesting for comments on the Draft 2018/2020 303(d) List, including a priority ranking for development of Total Maximum Daily Loads (TMDLs) and identification of TMDLs to be completed in the next two years under Section 303(d) of the CWA will be published on the June 21, 2021 New Jersey Register. In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan will be published on April 5, 2021 in the New Jersey Register. This amendment proposal, identified as “The Clusters Subdivision-Sterling Glen II”, also known as “The Greens”” would expand the sewer service area (SSA) of the Gloucester County Utilities Authority by 11.5 acres on Block 26001/ Lot 103 in Monroe Township, Gloucester County, to serve a portion of a proposed project which is partially in the SSA. The expansion would accommodate subdivision of the project site to include a total of one hundred seventeen (117) three-bedroom age-restricted townhouses, a clubhouse and a 7.67-acre lot designated for commercial development to consist of 23,310 square feet (sq. ft.) of retail space. Of the total project, 60 residential units are currently located outside of the SSA and are the subject of this amendment.

Proposed Amendment to the Monmouth and Ocean County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth and Ocean County Water Quality Management (WQM) Plans will be published on March 1, 2021 in the New Jersey Register. The proposed amendment, identified as “GSS Industries” (Program Interest No. 435462, Activity No. AMD180001), would expand the sewer service area (SSA) of the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) by 4.6 acres to serve a proposed commercial development on Block 49, Lot 7 (portion), Howell Township, Monmouth County. The proposed project consists of the construction of two warehouse buildings totaling 85,000 square feet (SF). One warehouse will contain a total of 42,500 SF of which 2,320 SF will be office space and the other warehouse will total 42,500 SF of which 3,410 SF will be office space. The proposed development also includes a third proposed warehouse building; however, this building is located within the presently adopted SSA and is not the subject of this amendment. The proposed project would generate a projected wastewater flow of 1,173 gallons per day (gpd), based upon a total of 24 warehouse employees and a total of 5,730 SF of office space, as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit # NJ0028142).

Proposed Amendment to the Upper Delaware Water Quality Management Plan – Public Hearing Cancellation
The February 18, 2020 publication of the New Jersey Register, the Water Quality Management Planning Program Public Notices webpage and a Listserve announcement contained a preliminary notice regarding the proposed Bloomsbury Mets amendment. The notice included details on a public hearing scheduled to be held at the Bloomsbury Fire Hall, 91 Brunswick Ave, Bloomsbury, NJ 08804 on Friday, March 20, 2020, at 11:00AM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for March 20, 2020 has been cancelled. A new public notice with a revised date and time for the public hearing will be published in a subsequent volume of the New Jersey Register.

Proposed Amendment to the Northeast Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on February 16, 2021 in the New Jersey Register. The proposed amendment, identified as “Dollar Tree Building Expansion” (Program Interest No. 435442, Activity No. AMD200001), would modify the West Milford Township Wastewater Management Plan (WMP) to expand the Belcher Run Shopping Center discharge to ground water (DGW) wastewater treatment facility sewer service area (SSA) by 0.125 acres to include a proposed increase in square footage of the existing shopping center for a proposed Dollar Tree retail store. The Dollar Tree store is proposed to be located within the shopping center on Block 6401, Lot 1 (portion), West Milford Township, Passaic County. The proposed project consists of demolition of a portion of the existing shopping center with reconstruction resulting in an overall increase of 5,449 square feet to the shopping center. On December 7, 2020, the Bureau of Environmental Analysis, Restoration and Standards (BEARS) published a public hearing announcement for the Bloomsbury Mets amendment to the Upper Delaware Water Quality Management Plan in the New Jersey Register (52 N.J.R.2140(a)). The public hearing is scheduled for 10:00 am on January 22, 2021 and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.

This amendment, identified as “Eagle Oaks Golf Club Carolina House” (Program Interest No. 435462, Activity No. AMD190002) would would expand the sewer service area (SSA) of the Ocean County Utilities Authority (OCUA) Northern Water Pollution Control Facility (WPCF) by 1.54 acres to serve a proposed clubhouse and recreational facility on Block 185, Lot 37 in Howell Township, Monmouth County. The proposed project consists of a proposed 11,600 square foot clubhouse building, recreational facility and an existing residential dwelling which will be converted into 8 residential guest suites. The proposed amendment, identified as “AA 33 Showplace Farms” (Program Interest No. 435462, Activity No. AMD200004) would establish a 117.3 acre sewer service area for a proposed commercial development on Block 23, Lot 8 (portion), Millstone Township, Monmouth County. The proposed project consists of the construction of two warehouse buildings totaling 1,220,000 square feet (SF). One warehouse will contain a total of 1,000,000 SF of which 20,000 SF will be office space and the other warehouse will total 220,000 SF of which 5,000 SF will be office space. The proposed project would generate a projected wastewater flow of 21,065 gallons per day (gpd), based upon a total of 1,196 warehouse employees (divided into two shifts) and a total of 25,000 SF of office space, as calculated in accordance with N.J.A.C. 7:9A-7.4. The amendment, identified as “Bloomsbury Mets” (Program Interest No. 435, Activity No. AMD ) would establish a 4.5-acre sewer service area (SSA) for a proposed NJPDES regulated on-site discharge to ground water (DGW) on Block 32, Lot 1.01, Bloomsbury Borough, Hunterdon County to serve an existing 16-fueling station and 2,530 square foot convenience store truck stop and a proposed 50-seat restaurant. The total projected wastewater flow for the site is 4,066 gallons per day, calculated in accordance with N.J.A.C. 7:9A. This amendment was previously proposed in the May 4, 2020 edition of the New Jersey Register. The public hearing could not be held at the proposed time, requiring the amendment to be re-noticed. No details of the proposed amendment have been changed from the previous proposal.

The Department is proposing these amendments to modify sewer service area (SSA) boundaries depicted on the Future Wastewater Service Area (FWSA) maps adopted by the Department for Atlantic County on November 6, 2013 (see 45 N.J.R. 2499(a)), Burlington County on May 7, 2013 (see 45 N.J.R. 1415(a)), Camden County on June 18, 2013 (see 45 N.J.R. 1856(a)), Cape May County on November 6, 2013 (see 45 N.J.R. 2488(a)), Cumberland County, Rural District, on February 1, 1999 (see 31 N.J.R. 689(a)), the non-consolidated portion of Gloucester County on September 4, 2013 (see 45 N.J.R. 2268(b)), the consolidated portion of Gloucester County on December 8, 2008 (see 41 N.J.R. 671(a)), and Ocean County on February 7, 2013 (see 45 N.J.R. 474(b)). The proposed amendments will modify the SSA delineation in portions of these counties within the Pinelands Areas in order to be consistent with the Pinelands Comprehensive Management Plan (CMP) pursuant to the Memorandum of Understanding (MOU) executed between the Department and the New Jersey Pinelands Commission (Commission), dated April 9, 2012.

Water Quality Management Plan

In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15-3.4), a public notice for a Proposed Correction to a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan was published on June 3, 2013 in the New Jersey Register, and The Burlington County Times. This correction proposal modifies the previously proposed amendment to adopt a future wastewater service area (FWSA) map for Burlington County. The modified FWSA map would exclude from sewer service area (SSA) a Coastal Environmentally Sensitive Planning Area in Bass River Township, New Jersey, which was inadvertently included in SSA on the proposed map.
