Advanced Clean Truck (ACT) Program and Fleet Reporting Requirements
This rulemaking incorporates by reference the State of California’s Advanced Clean Trucks (ACT) regulation, which requires manufacturers of vehicles over 8,500 pounds gross vehicle weight rating (GVWR) to participate in a credit/deficit program intended to increase the percentage of zero emission vehicles (ZEVs) sold in New Jersey. In addition, the adopted rulemaking requires a one-time reporting to enable the Department to obtain information that will inform future decisions concerning further emission reductions from the transportation sector.

Control and Prohibition of Carbon Dioxide Emissions
Through this rulemaking, the Department proposes to reduce emissions of CO2 from: (1) fossil fuel-fired electric generating units (EGUs) through the application of emission limits; (2) commercial and industrial fossil fuel-fired boilers based upon additional permit requirements; and (3) No. 4 and No. 6 fuel oil by banning their sale and use.
