The Bureau of Release Prevention works to protect public health and the environment by preventing incidents before they occur.

Four unit areas carry out the Bureau’s work: the Toxic Catastrophe Prevention Act (TCPA) Program, the Discharges of Petroleum and Other Hazardous Substances (DPHS) Program, the Homeland Security Support Program, and the Underground Storage Cavern Permitting Program. The bureau reviews facility plans, conducts site inspections, performs enforcement actions, and provides compliance assistance.

Toxic Catastrophe Prevention Act (TCPA) Program
  • Ensures compliance with Toxic Catastrophe Prevention Act Regulations (N.J.A.C. 7:31)
  • Reviews Risk Management Plans
Discharges of Petroleum and Other Hazardous Substances (DPHS) Program
  • Ensures compliance with NJ Spill Compensation and Control (N.J.A.C. 7:1E)
  • Reviews Discharge Prevention, Containment and Countermeasures and Discharge Cleanup Removal plans
  • Registers transmission pipelines
Homeland Security Support
  • Coordinates with NJ Office of Homeland Security and Preparedness for critical infrastructure facilities in the petroleum and chemical sectors
  • Implements security best practices
Underground Storage Cavern Permitting
  • Ensures compliance with Underground Storage Caverns (N.J.A.C. 7:1F)
  • Implements program for cavern system construction and operation permits, modifications, decommissioning, and compliance monitoring
