General Permits for Minor Source Facilities

What is a General Permit?

A General Permit is a pre-approved permit and certificate which applies to a specific class of significant sources. By issuing a General Permit, the Department indicates that it approves the activities authorized by the General Permit, provided that the owner or operator of the source, registers with the Department and meets the requirements of the General Permit. If a source belongs to a class of sources which qualify for a General Permit and the owner or operator of the source registers for the General Permit, the registration satisfies the requirements of NJAC 7:27-8.3 for a permit and certificate.

How do I Obtain a General Permit?
For General Permits available online, complete an electronic general permit through the NJDEP Online Portal as follows:
  • The first step is to create a “My New Jersey Account” at: http://www.njdeponline.com/.
  • Once you have created the account, you will be able to log into NJDEP Online Portal and complete a general permit online.
  • Before beginning the permit registration, you should review the User Guide to Preparing General Permits in NJDEP Online which is a screen by screen description for completing a general permit online.
  • In order to file a general permit online, you must have a facility ID number assigned to the location where the equipment exists. If you do not have a facility ID number you can apply for one by completing a Facility ID Request Form, which is located on the Applications and Forms page.
  • For the vast majority of applicants, the access type in the My Facilities/ Program Interest located on the My Workspace page should be changed to Responsible Official. By changing this status, you will be able to complete both required certifications. Please refer to the User Guide, or click here for instructions on changing your access type.

For General Permits NOT available online, complete a paper application as follows:
  • Download and print the permit, containing all the requirements and the compliance plan and then print the application. Complete and mail this form to the address listed within the form.

  • Paper forms are available for those General Permits that are not available electronically.
    Before printing the Application form, please be sure to print the associated compliance plan located in the Permit.
  • All General Permits are $1,090.00.
  • For those General Permits available electronically, only the Permit is available for download.
  • The Sample Registration of each general permit is for reference purposes only, to indicate what information will be required in the online submittal (required fields are indicated with asterisks *). Please DO NOT fill out this form on paper.
  • The Department WILL NOT accept paper submittals for any General Permit that are available online.
