Water Infrastructure Investment Plan Sessions:

New Jersey’s Water Bank program will receive almost $1 billion from the Bipartisan Infrastructure Law  over the next five years.  New Jersey’s SFY 2023 budget also allocates $300 million of American Rescue Plan Act (ARPA) funds to the Department of Environmental Protection (DEP) to make transformative investments in critical water infrastructure upgrades. These WIIP sessions focus on how the New Jersey Department of Environmental Protection expects to use these funds through the clean water and drinking water state revolving funds (SRFs).  DEP’s Intended Use Plans outline the funding aspects such as project priorities and SRF funding packages. Information about WIIP sessions can be found below.

February 4, 2025 – Public Hearing – Proposed FFY25/SFY26 CWSRF and DWSRF IUPs

A Public Hearing for the Proposed FFY 2025 CWSRF and DWSRF IUPs will be conducted on Tuesday, February 4th, 2025. The hearing will commence at 11:00 a.m. and conclude at noon or the end of testimony (whichever is sooner). You may join the link below at the start of the hearing.

Past Sessions:

On December 20th, 2024, a stakeholder session for the SFY26 Proposed Affordability Criteria (AC) revisions was held prior to finalizing the Proposed Clean Water and Drinking Water IUPs. On September 4th, 2024 a Stakeholder Meeting was held to provide feedback on potential amendments to the Financial Assistance Programs for Environmental Facilities (N.J.A.C. 7:22) rules, which govern approval and funding through the New Jersey Water Bank Program. This meeting was held to gather public input on potential amendments to these rules. This feedback will help the Department determine which priorities and challenges may be addressed via rulemaking.

Two focus groups were convened to start gathering input from stakeholders on the amendments under consideration and to hear additional suggestions from stakeholders especially familiar with the program.

Seminars were held on April 18 and 23, 2024 to provide updates on the Water Bank program and financing changes for SFY2025. Breakout sessions were held to focus on: i) Water Bank Projects; ii) Legal Considerations; and iii) Financing Requirements.

A Public Hearing for the Proposed FFY 2024 CWSRF and DWSRF IUPs was conducted on Wednesday January 10, 2024.

Information Session – Building Resilient Water Infrastructure: An Introduction to Climate Change Resilience Guidance

An insightful information session, designed to introduce and walk through the new Climate Change Resilience Guidance for New Jersey’s State Revolving Fund (SRF) program was held on Wednesday, July 19, 2023. The session provided an in-depth understanding of the guidance, its importance in climate change considerations, and how to develop and justify selection of climate resilient projects. The session was presented by the Division of Water Quality.

An in-person and webinar-based training was held to provide an AIS refresher and introduction to BABA. The webinar reviewed details and implementation of EPA’s AIS requirement, including background, product coverage, project compliance, certification letters and the waiver request process; and provide an overview of the BABA requirement. This webinar was be presented by EPA’s Clean Water (CW) and Drinking Water (DW) SRF programs.

The Department of Environmental Protection held a virtual update to the Water Infrastructure Investment Plan (WIIP) for fiscal year 2024 on March 3, 2023. This webinar provided an overview of the WIIP program and current intended use plans, the funding sources available, how the money is being spent, technical assistance programs for water systems, and more.

A webinar was held on October 6, 2022 to discuss NJDEP’s plan to provide Technical Assistance to potential NJ Water Bank project sponsors. Our objectives are to assist water systems in disadvantaged communities by assessing their needs and identifying eligible projects for Drinking Water and Clean Water SRF funding. We will be providing engineering services for planning and design of identified projects and performing outreach to encourage program participation. NJDEP will have multiple contracts for assistance with lead service line replacements, general engineering assistance, community engagement, small system assistance, preliminary technical assistance (needs and fiscal assessments and public outreach), and Water Bank program navigation technical assistance.

A Public Hearing for The Proposed Amendments to the FFY 2022 Clean Water SRF and Drinking Water SRF Intended Use Plans was held on Wednesday, September 14, 2022. Comments were received and will be addressed accordingly in the Final Amendments to the FFY 2022 Intended Use Plans and Response to Comment documents.

An engagement session was held on August 17, 2022, from 3-4 pm to gather input on priorities, funding packages and the types of projects that would qualify for the $300 million of ARPA funds allocated to the New Jersey Department of Environmental Protection to make transformative investments in critical water infrastructure upgrades. The deadline for submitting written comments and suggestions on the use the $300 million was the close of business on Friday, August 19, 2022.

A Public Hearing for The Proposed FFY 2022 Clean Water SRF and Drinking Water SRF Intended Use Plans was held on Wednesday, April 6, 2022. Comments were received and addressed accordingly.

An Informational Session was held on March 23, 2022 to present the Proposed Intended Use Plans to interested parties. Details of this session included how the New Jersey Department of Environmental Protection expects to use the first $168 million of BIL funding. Comments regarding the Proposed IUPs can be submitted during the public comment period. The 30-day public comment period began on March 23, 2022 and closed April 22, 2022.

Engagement Sessions were held in an effort to update on the draft direction of the IUPs and allowed interested parties to provide input on priorities, affordability criteria, funding packages, project types that qualify for principal forgiveness, and disadvantaged community determination criteria. The engagement sessions also included discussions on separate monies allocated for principal forgiveness, as well as funding to address lead, PFAS, climate change and sea-level rise.

Engagement sessions were held:

  • Session #1 January 24, 9-11am for Elected Officials (Mayors, County Official)
  • Session #2 January 24, 1-3pm for Potential Applicants, Professional Organizations, Other Agencies
  • Session #3 January 27, 9-11am for Environmental Justice Advocates, Non-governmental Organizations, Interested Public
