Eligibility

Who is Eligible?

The New Jersey Water Bank administers the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) which finance a wide range of water infrastructure projects and provide low interest loans for eligible recipients. To be eligible, the project must be a clean water or drinking water project as set forth in the Funding Opportunities below and satisfy all NJ Water Bank program requirements, determined upon consideration of relevant application information, submitted through H2LOans.

    that Own Stormwater or Wastewater Collection
    and Treatment Works
  • Local Government Units
  • Counties
  • Owners of Publicly-Owned
    Treatment Works
  • Private Colleges and Universities
    for Nonpoint Source Only
  • Private Entities Through Public Conduit Borrowers

Drinking Water

  • Municipal Utilities Authorities
  • Regional Water Authorities
  • Towns
  • Boroughs
  • Counties
  • Other Local Government Units
  • Publicly-Owned Community
    Water Systems
  • Non-Profit Noncommunity
    Water Systems
  • Privately Owned including Investor-Owned Community Water Systems

*The Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) cannot provide funding to individual home owners.

Funding Opportunities

The funding for Clean Water, Drinking Water, Planning, and Emergency projects is obtained through the New Jersey Water Bank and is based on rolling applications and Priority Ranking.
