Planning & Design Funding

The New Jersey Water Bank (NJWB) offers several funding packages for project planning and design and asset management plan development. The Small System Asset Management, Planning and Design Loans packages and their appropriate eligibilities can be seen below.

Planning and Design Loans

The Program also offers short-term loans to cover the costs associated with planning and design of a water infrastructure project. Eligible costs include engineering fees, surveys, environmental or geological studies, and other costs related to project plan preparation. The loans must be rolled into a Water Bank capital improvement project or repaid in 2 years. Long-term financing terms are established consistent with the Intended Use Plan operative at the time of certification of the construction contract.

Asset Management Plan

Projects to develop and implement asset management plans (AMP) are eligible for financing. The AMP loans must be rolled into a Water Bank capital improvement project or repaid in 2 years. Long-term financing terms are established consistent with the Intended Use Plan operative at the time of certification of the construction contract(s).
