
Holistic Long-term Master Plan
Liberty State Park’s forthcoming holistic long-term master plan will outline future park-wide project concepts in three phases: near-term, 0 to 5 years; mid-term, 5 to 10 years; and long term, 10 years and beyond. The final master plan is slated to be released in 2025.
The master plan will include future project concepts, recommendations for vehicle and pedestrian circulation, opportunities for future programming, plans for active recreation within the Southern Athletics Hub, among other proposals.
Key elements of the master plan are already being brought to life! This includes improved park wayfinding and interpretive signage, as well as the impending launch of the second year of the park’s pilot shuttle program to enhance visitor mobility.
Key project concepts outlined in the master plan include:
Morris Pesin Drive Gateway
The Morris Pesin Drive Gateway will serve as a welcoming entrance to the southern end of Liberty State Park. Proposed to be located adjacent to Parking Lot #1, the Morris Pesin Drive Gateway will feature a shuttle stop, park wayfinding information and seating.
Additional proposals for the area include an enhanced boat launch and dedicated bike lanes added to Morris Pesin Drive.
Southern Athletics Hub
The Southern Athletics Hub is planned to be constructed within the park’s interior. Here, planned sporting events can take place on multi-use athletic fields, along with a variety of courts.

South Jetties
The South Jetties, located near Parking Lots #3 & #4, are slated to be rehabilitated to serve as space for gathering and recreation. Proposed features include a kayak launch, shaded picnic areas, flex fields, scenic overlooks, splash pads and restored habitats for wildlife.
Hudson River Waterfront Walkway
Improvements planned for the existing Hudson River Waterfront Walkway which stretches the entire length of Liberty State Park include overlook plazas, steps down to the water’s edge, improved seating and native plantings.
Richard J. Sullivan Natural Area
Enhancements have been identified for the Richard J. Sullivan Natural Area, located in the area of the park’s nature center and South Cove to include outdoor classroom space, scenic viewpoints and habitat restoration.
Woodland Walk
Located adjacent to the Grove of Remembrance, the Woodland Walk is proposed to feature a bird blind, stormwater management features and meandering paths.
North Cove
Enhancements to the edge of the park’s existing North Cove, located south of the Central Railroad of New Jersey Terminal, includes sand and cobble beaches, sports courts, performance space and seating, along with play features.
Audrey Zapp Drive
Improvements outlined for Audrey Zapp Drive include dedicated lanes for pedestrians, bicycles and vehicles.
Additionally, a long-term vision for the space includes a tram line with frequent stops is proposed to run alongside Audrey Zapp Drive allowing for visitors to easily hop on or off.
