The Pesticide Evaluation and Monitoring Section’s (PEMS) objective is to protect the environment and human health in New Jersey from the potential negative impacts of pesticide use. We work toward this goal through several functions.  We support pesticide enforcement cases by sample preparation and analysis of investigative samples. We conduct PEMS monitoring projects, including ground water, surface water and fresh produce sample collection and analysis for pesticide residues. PEMS also manages the collection of statewide pesticide use data through our Pesticide Use Surveys and evaluates and processes new and existing Special Local Needs Pesticide Registrations. PEMS also collaborates on special projects with other Programs throughout the Department, including the Division of Science and Research and the Bureau of Freshwater and Biological Monitoring.

The BPC began a series of pesticide use surveys in 1985 addressing the various uses of pesticide use including agriculture, golf course, lawn care and mosquito control. The information collected from these use surveys is used as a building block by agencies within the NJDEP and other state and federal agencies for the development and implementation of programs including ground water protection, farm worker protection and education, and sampling for residuals.

All statewide pesticide use surveys are performed under the authority of the NJ Pesticide Control Code, N.J.A.C. 7:30-1 et. seq., requiring applicators to maintain pesticide records for three years (five years for termite treatments) and to submit use records to the state when requested. This regulative authority provides an accuracy and level of response that is difficult to duplicate in a voluntary, nationwide survey.
