FRAMES Stakeholders and Community Outreach
A robust stakeholder and public engagement process was employed throughout the project. Stakeholders included elected officials, residents, community organizations, technical experts, local businesses, and environmental groups from the region. Stakeholder and public engagement was the foundation for identifying community assets and “ground truthing” appropriate actions. The list of public events and Community Engagement Framework below demonstrates this process. Community Engagement Framework
The FRAMES Advisory Groups are listed below.
Steering Committee
Who: (1) rep from each of the 15 Two River municipalities, Monmouth County reps, reps from the Constituency Advisory Group, and NJCMP
Description: the primary forum for analysis and plan development.
Constituency Advisory Group
Who: Local Non-Profits, Community Leaders, Academic Institutions, Businesses Reps, Watershed Groups, etc.
Description: responsible for representation and engagement of appropriate stakeholders throughout the course of the project, and to provide input to the Steering Committee for comment and consideration.
Technical Advisory Group
Who: (1) Municipal technical rep from each of the 15 Two Rivers municipalities, county reps, NJAFM rep, other technical practitioners
Description: advise on technical, legal, and policy feasibility of strategies under consideration, and will provide input to the Steering Committee for comment and consideration.
Coordinating Agencies Group
(Federal, Regional, State)
Who: DOT, FEMA, DCA, USACE, other NJ DEP Offices
Description: consult on the project, providing guidance and data as necessary, pilot a coordination process to better align activities by state and federal agencies in New Jersey, and appropriate to further the goals of the project.
