The Future of Clean Hydrogen in New Jersey

The State of New Jersey is committed to dramatically reducing its greenhouse gas emissions while transitioning to a clean energy economy.  State action is guided by a series of greenhouse gas reduction targets; 50% greenhouse gas reduction by 2030, and an 80% greenhouse gas reduction by 2050.  While ambition is a necessary component of tackling climate change, it alone is not sufficient to achieve deep decarbonization of the economy.  Achieving this goal will require supporting research, invention, and innovation, to ensure widescale adoption of clean energy technologies.

Hydrogen energy is one such technology that has the power to slash emissions and accelerate the growth of the clean energy economy.  It has the potential to decarbonize multiple economic sectors, including heavy-duty transportation, industrial manufacturing, and electric generation. Beyond greenhouse gas reductions, hydrogen systems have the potential to provide resilient and reliable peak demand and backup power; improve air quality particularly in the state’s overburdened communities; and create new jobs, paving the way for a just transition.

Current Initiatives

Request for Information (RFI) on Clean Hydrogen in New Jersey

On May 2, 2023, the New Jersey Economic Development Authority (NJEDA) released a RFI to gather information about the key opportunities and barriers around the deployment and adoption of clean hydrogen technologies in New Jersey. The NJEDA is soliciting insight from interested stakeholders in innovative clean hydrogen technologies including subject matter experts, clean energy/technology industry entities, environmental organizations, and environmental justice communities. NJEDA is extending the deadlines to submit questions regarding the Clean Hydrogen RFI to 5:00 pm EDT on May 22, 2023 and to submit responses to the RFI to 5:00 pm EDT on June 5, 2023

Fuel Cell Task Force

On June 19, 2020, Governor Phil Murphy, signed into law, the creation of a Fuel Cell Task Force (P.L.2020, c.38).  The Act established a Fuel Cell Task Force charged with developing a plan to increase the use of fuel cells in the State and to provide information, education, and resources for that purpose.  The Task Force, spearheaded by the Board of Public Utilities, issued the Hydrogen and Fuel Cell Technology Toward Clean Energy Goals report in August of 2023.  The report explores and identifies the ways in which New Jersey is well positioned to adopt fuel cell systems as a complement to renewable energy. Further, the Report identifies areas where action can be taken to further hydrogen and fuel cell technologies and provides recommendations for statutory, policy, and regulatory modifications, and specifically notes the competitive advantages New Jersey has due to its highly educated workforce, research and development capacity, and the profile of chemical and industrial sectors.  To learn more, read the press release.
