The Division of Air Quality, Bureau of Stationary Sources is announcing a new general permit (GP-021B) for “Outdoor Fumigation Operations of Containerized Commodities." This new general permit will be available on or after October 03, 2024. The Notice of Availability is scheduled to be published in the November 04, 2024, issue of the New Jersey Register. Consumer Price Index Percentage Adjustments to Air Contaminant Emission Fees, Base and Supplementary Fee Schedules, and Fiscal Year 2025 Threshold Dollar Amount for Reconstruction

The Department will publish a notice of the annual percentage increase in the Consumer Price Index (CPI) relative to the 1989 CPI and the resultant per-ton emission fee for fiscal year (FY) 2025 in the November 4, 2024 New Jersey Register. The Department is also providing notice of the increase in the base and supplementary fees for a preconstruction permit and certificate and a general permit; notice of the increase in base and supplementary fees for a significant modification to an operating permit, the fee for a general operating permit; and notice of the threshold dollar amount for FY 2025 for reconstruction of a significant source operation. The use of this manual will satisfy the requirements for advances in the art of air pollution control at N.J.A.C. 7:27-8.12 for preconstruction permits and N.J.A.C. 7:27-22.35 for operating permits. Beginning on August 5, 2024 this SOTA manual will be available on the Department’s SOTA manuals webpage. Check the public notice for details.

Major Facility Annual Emission Fees and Reconstruction Threshold Amount for FY 2024:

The Department has published a notice of changes to the major facility annual emission fees and the reconstruction threshold amount for Fiscal Year 2024 in the October 16, 2023 New Jersey Register. Invoices will be mailed to major facilities based on emissions reported in the Emission Statement submitted for calendar year 2022 and the affected facilities must submit the emission fees to the Department by January 31, 2024.
