General Operating Permits for Title V Major Source Facilities
What is a General Operating Permit?
A general operating permit is a pre-approved permit to construct and operate for major facilities (subject to Title V of the Federal Clean Air Act), issued pursuant to N.J.A.C. 7:27-22.14, for one or more types of similar sources at a facility. A major facility operator with a qualifying source may register for and operate under the conditions of the general operating permit, rather than submit a modification to the facility’s operating permit.

How do I Obtain a General Operating Permit?
For General Operating Permits available online, complete an electronic general operating permit through the NJDEP Online Portal as follows:
- Log in to NJDEP Portal at http://www.nj.gov/dep/online/. If you don’t have an account, you can get one using the “NEW USERS Request Access to NJDEP Online for Registered Services” button at the same web address.
- In “My Workspace”, click the link for “General Operating Permits (for Title V major source facilities only)” under Service Selection. Select the appropriate General Operating Permit and complete the application.
- Have the Responsible Official and Individual With Direct Knowledge certify the submission, located in each user’s “My Services – In Progress” section. Each certifier must have the Radius Certification Authorization Form (RCAF) completed and approved by the Department to certify the application. If the RCAF has not been completed, it can be obtained here. The RCAF is a one-time process and does not need to be completed each time an application is submitted.
- There are three options for payment: credit card, e-check (electronic check payment), and “Bill Me Later.” With either of the first two payment types, which are both electronic, the permit should be approved as soon as the payment is successfully processed. With “Bill Me Later,” the permit will not be approved until payment is received and processed by the Department.

For General Operating Permits NOT available online, complete a paper application as follows:
- Download and print the permit, containing all the requirements and the compliance plan and then print the application. Complete and mail this form to the address listed within the form.

General Operating Permits for the Title V Operating Permit Program
- Paper forms are available for those General Operating Permits that are not available electronically.
Before printing the Application form, please be sure to print the associated compliance plan located in the Permit. - All General Operating Permits are $1,090.00.
