Notice of SIP Revision- Ozone Infrastructure and Transport Requirements and CTG Negative Declaration
The New Jersey Department of Environmental Protection has revised its State Implementation Plan (SIP) for the infrastructure and transport requirements of the Ozone National Ambient Air Quality Standards (NAAQS). This SIP revision also includes a negative declaration for the Oil and Natural Gas Control Technique Guidelines (CTGs).
First, this revision certifies New Jersey’s ability and authority to implement, maintain, and enforce the 2015 8-hour 70 ppb ozone NAAQS, addressing the infrastructure requirements of the Federal Clean Air Act (CAA) (42 U.S.C. § 7410(a)(1) and (2) (Section 110(a)(1) and (2))). Second, this revision separately addresses the interstate transport requirements of 42 U.S.C. § 7410(a)(2)(D) (Section 110(a)(2)(D)(i)(I) of the CAA) commonly known as the “Good Neighbor” SIP for both the 70 ppb and the 75 ppb 8-hour ozone NAAQS. Third, this revision includes a negative declaration that the Oil and Natural Gas CTGs do not pertain to New Jersey.
