Discontinuation of the General Permits GP-021 / GOP-005 and GP-022 / GOP-006


The Division of Air Quality is announcing the discontinuation of the general permits GP-021 / GOP-005 for Combined Heat and Power (CHP) Combustion Turbine(s); and GP-022 / GOP-006 for CHP Spark Ignition Reciprocating Engine(s).

Existing General permits (GP-021 and GP-022) will not be renewable on or after April 6, 2020.

Current permit holders may continue to operate the source(s) under current general permits until the first of the following events occur:

• Replacement or modification of the source(s) registered in the current General Permit; or

• Expiration of the current General Permit. Before the occurrence of either event mentioned above, the permittee must apply for a standard Pre-Construction Permit (PCP) to continue operating the source(s).

Existing general operating permits (GOP-005 and GOP-006) will be incorporated into the facility’s Title V operating permit during the next permit modification or at the time of permit renewal.

The Notice of Administrative Change and Announcement is scheduled to be published in the April 6, 2020, issue of the New Jersey Register.
