Proposed State Implementation Plan (SIP) Revision for the Attainment and Maintenance of the Ozone National Ambient Air Quality Standard (NAAQS)

New Jersey Revised Motor Vehicle Emission Inventories and Transportation Conformity Budgets Using the MOBILE6 Model

This document is a proposed revision revision to the State of New Jersey’s State Implementation Plan for the attainment and maintenance of the one-hour ozone National Ambient Air Quality Standard (NAAQS).  Specifically, this SIP fulfils a commitment made by New Jersey in its April 26, 2000 Attainment Demonstration, to revise its 2005 and 2007 on-road motor vehicle emission budgets for the New Jersey portion of the Philadelphia/Wilmington/Trenton and New Jersey portion of the Northern New Jersey/New York City/Long Island nonattainment areas within one year of the issuance of the MOBILE6 model.  The MOBILE model is a USEPA-developed computer program that estimates ozone precursor emission factors for gasoline-fueled and diesel-powered highway motor vehicles.
