July 21, 2025 | Proposed Amendment to the Northeast Water Quality Management Plan: In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on July 21, 2025, in the New Jersey Register. The proposed amendment, identified as the Green Brook Country Club (Program Interest No. 435442, Activity No. AMD240002) is for a proposed residential development of 502 units on the existing Green Brook Country Club site. The development will consist of 150 single family homes and 35 affordable apartment units (17 being age-restricted) on Block 2101, Lot 8.03 and Block 2003, Lot 1 in Fairfield Township, Essex County and 267 single family age-restricted townhouses, 50 affordable apartments (25 being age-restricted) and a clubhouse with a pool located on Block 1600, Lot 1, in North Caldwell Borough, Essex County. The proposed project will expand the Pequannock, Lincoln Park and Fairfield Sewerage Authority (Two Bridges) Sewerage Authority (TBSA) Sewer Service Area (SSA) by including 111.92 acres of the Green Brook Country Club Golf Course site that is not currently located within the adopted SSA, as well as transfer 24.02 acres of adopted SSA from the Caldwell Borough STP to the TBSA STP located in Morris County. Block 1902, Lots 12 and 13 in Fairfield Township will remain in the Caldwell Borough STP SSA. The total projected flow for this project, to be served by the TBSA, calculated in accordance with N.J.A.C. 7:14A-23.3 is 140,415 gallons per day (gpd). |

July 21, 2025 | Proposed Amendment to the Upper Raritan Water Quality Management Plan: In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on July 21, 2025, in the New Jersey Register. The proposed amendment, identified as the Gardens at Warren (Program Interest No. 435434, Activity No. AMD240004) would expand the sewer service area (SSA) of the Somerset Raritan Valley Regional Sewerage Authority (SRVSA) (NJPDES No. NJ0024864) by 1.01 acres to serve a portion of a proposed 26-unit housing development. The total project site is 7.09 acres, of which 1.16 acres are within the currently adopted SSA. The portion of the development that is the subject of this amendment consists of 2 one-bedroom units, 11 two-bedroom units and 2 three-bedroom units located within two buildings on a portion of Block 90, Lot 2, in Warren Township, Somerset County. The remaining 4.92 acres will be conserved through a Tree Preservation Easement between the Township of Warren and the Gardens at Warren, LLC. The total project will generate a projected wastewater flow of 5,938 gallons per day (gpd), with 3,463 gpd generated by the portion of the development within the proposed SSA, based on flow calculated in accordance with N.J.A.C. 7:14A-23.3. |

The proposed amendment, identified as SEI West Cohawkin, LLC (Program Interest No. 435433, Activity No. AMD240003), would expand the sewer service area (SSA) of the Gloucester County Utilities Authority (GCUA) Sewage Treatment Plant by 2.87 acres to serve a proposed commercial development located on Block 304, portions of Lots 17, 18, 19, 20, Block 305, portion of Lot 1, and on Block 401, portions of Lots 1 and 2, within East Greenwich Township, Gloucester County. The proposed project consists of a 102,000 square foot (sq. ft.) warehouse comprised of 96,000 sq. ft of warehouse space and 5,500 sq. ft. of office space. The proposed project would generate a projected wastewater flow of 4,575 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the GCUA Sewage Treatment Plant (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0024686). |

The proposed amendment, identified as the Haven at Princeton (Program Interest No. 435434, Activity No. AMD240001) would expand the sewer service area (SSA) of the Montgomery Township Stage II Wastewater Treatment Plant (WWTP) (NJPDES No. NJ0026905) by 1.92 acres, to serve 30 three-bedroom townhouses located on a portion of Block 37003, Lot 7, in Montgomery Township, Somerset County. The remainder of the proposed development includes affordable housing consisting of 6 one-bedroom units, 20 two-bedroom units and 6 three-bedroom units, plus an additional 92 3-bedroom townhouses, which are located within the 18.71 acres of adopted SSA on a portion of the 74-acre site. This amendment also proposes to remove 8.86 acres from the adopted sewer service area. The portion of the project associated with this amendment will generate a projected wastewater flow of 9,000 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3. |

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on January 6, 2025, in the New Jersey Register. The proposed amendment, identified as Gaitway Farms (Program Interest No. 435462, Activity No. AMD220003), would expand the Western Monmouth Utilities Authority Pine Brook Sewage Treatment Plant (WMUA STP) sewer service area (SSA) by 35.53 acres to serve a proposed commercial development on Block 74, Lot 11.01 (portion) in Manalapan Township, Monmouth County. The proposed project consists of a 575,596 square foot (sf) warehouse building that includes 20,000 sf of office space. The entire proposed project also includes a skating center; however, the proposed skating center building is located within the presently adopted SSA and is not the subject of this amendment. The projected wastewater flow of the amendment portion of the project is 22,850 gallons per day (gpd), calculated in accordance with N.J.A.C. 7:14A-23.3, and is to be received by the WMUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0023728). |

July 15, 2024 | Proposed Amendment to the Tri-County Water Quality Management Plan:
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Tri-County Water Quality Management (WQM) Plan will be published on July 15, 2024, in the New Jersey Register. The proposed amendment, identified as the “Old York Country Club Warehouse” (Program Interest No. 435433, Activity No. AMD220009) would establish a 115.6-acre sewer service area (SSA) for a proposed 1,135,260 square foot (SF) building consisting of 1,115,260 SF of warehouse space and 20,000 SF of office space on Block 701, Lot 2.01 in Chesterfield Township, Burlington County. A 10.8 acre portion of the proposed SSA is already in the adopted SSA. The existing golf course country club is served by an onsite discharge to groundwater wastewater treatment facility regulated under NJPDES permit NJ0105392. The existing system will be closed and the permit revoked. The proposed project will generate a projected wastewater flow of 19,985 gallons per day based on flow calculated in accordance with 7:9A-7.4 and is to be served by a new onsite discharge to groundwater wastewater treatment and disposal system to be regulated under a new NJPDES permit. |

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex County Water Quality Management (WQM) Plan will be published on February 7, 2022, in the New Jersey Register. The proposed amendment, identified as “Milly’s Court” (Program Interest No. 435459, Activity No. AMD170002) would expand the sewer service area (SSA) of the Sussex County Municipal Utilities Authority’s Upper Wallkill Valley Water Control Facility (SCMUA UWVWCF) by 7.59 acres to serve a proposed residential development located on Block 2701, Lot 2 (portion) in Franklin Borough, Sussex County. Four and three quarters acres of presently adopted sewer service area that is located on the property is proposed to be removed by this amendment. The proposed amendment portion of the project consists of 91 one-bedroom apartments, 105 two-bedroom apartments, and 28 three-bedroom apartments. The entire proposed project also includes 21 additional one-bedroom apartments, 15 additional two-bedroom apartments, and a clubhouse and pool, however, these buildings are located within the presently adopted sewer service area and therefore, are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 45,675 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the SCMUA UWVWCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit #NJ0053350). |

A preliminary notice was published in the New Jersey Register on September 03, 2019, at 51 N.J.R. 1435(a) seeking public comment on the proposed amendment (Program Interest No. 435437, Activity No. AMD170002), identified as “Haberman Hampton.” The proposed amendment would establish a new on-site wastewater treatment plant that discharges to ground water and a new sewer service area of 47 acres to serve a proposed development consisting of 142 single-family homes, 146 multi-family attached units, and 45 multi-family attached affordable units, and 6,000 square feet of commercial space, on a portion of Block 23, Lot 1 in Hampton Borough, Hunterdon County. The proposed project would generate a projected wastewater flow of 86,175 gallons per day to be received by the new subsurface sewage disposal system. A non-adversarial public hearing will be held from 5:00 – 7:00 PM on Tuesday January 21, 2020, at the Hunterdon County Administration Route 12 County Complex, NJ-12, Flemington, NJ 08822.
