State Well Drillers and Pump Installers Examining and Advisory Board
The “State Well Drillers and Pump Installers Examining and Advisory Board” is comprised of nine members, whose duties include review and modification of licensing examinations, certification of examination applicants and of the results of the examinations, formulation and recommendations to the Department of new rules and regulations. The Board also advises the Department regarding any enforcement actions or complaints against any licensed well drillers or pump installers, and may make recommendations to the Commissioner regarding the suspension or revocation of the license of any well driller or pump installer.
Water Supply Advisory Council (WSAC)
P.L. 1981, Chapter 262, also known as the Water Supply Management Act was enacted by the Senate and General Assembly concerning the management of water in New Jersey and ensuring an adequate water supply for its residents. Also established by this Act was the Water Supply Advisory Council (WSAC), which advises the Department concerning the next iteration of the New Jersey State Water Supply Plan (NJSWSP) and other related water supply resource issues. At this time, the WSAC is consists of eleven members who are appointed by the Governor with the consent of the Senate. The eleven representatives include the agricultural community, industrial and commercial water users, residential waters users, private watershed protection associations, academic community, golf course superintendents of NJ, and two members each from investor-owned water companies and municipal or county water companies along with a representative of the nursery/landscapers/irrigation contractors industry.
Environmental Laboratory Advisory Committee (ELAC)
The Environmental Laboratory Advisory Committee (ELAC) was established by the NJDEP Office of Quality Assurance for the purpose of obtaining input from a representative cross section of New Jersey certified laboratories on matters related to laboratory certification and practice. The committee is self governing and operates independently of NJDEP.
Monthly meetings provide a forum for the discussion of environmental and public health issues related to regulatory environmental monitoring, laboratory accreditation and informative presentations on relevant topics by the NJDEP. The ELAC serves as an information resource and sounding board to all laboratories in New Jersey. It also promotes teamwork and cooperation between stakeholders through subcommittee focus on key issues of interest.
Water and Wastewater Licensing Board of Examiners
The Board (NJSA 58:11-18, 10 et seq.) advises and assists the Department in the preparation and administration of examinations conducted under the authority of the Water Supply and Wastewater Operators’ Licensing Act.
The Board of Examiners is comprised of nine members, three of which are representatives from the water works field, three from the wastewater field, and three representatives from the Department of Environmental Protection. Duties of the Board of Examiners include advising and assisting the Department in the preparation, administration and certification of licensed operator examinations.
The Board shall be comprised of certain personnel of the Department, and actively engaged licensed operators having at least five years experience in the operation of a system in the State of New Jersey and possessing a current Class 4 license for one or more systems at the time of appointment. The Board is appointed for a three year term by the Commissioner.
Licensed Operator Advisory Committee
Advisory Committee members may review requests for the approval of
courses or training providers for continuing education credits for licensed operator training, review any Licensed Operator Board meeting issues, and address public comment.
Formal actions including individual course approval status decisions and/or policy decisions may be taken at meetings of the Committee.
Drinking Water Quality Institute
The 1984 Amendments to the New Jersey Safe Drinking Act (Act) at N.J.S.A. 58:12-A-20, established New Jersey’s Drinking Water Quality Institute (DWQI) as well as the drinking water standard setting process. The DWQI is responsible for developing and recommending Maximum Contaminant Levels (MCL) or standards for hazardous contaminants in drinking water, as well as recommendations for the implementation of the drinking water quality program to the Commissioner of the N.J. Department of Environmental Protection (NJDEP).
