Proposed Action: 

Ocean County proposes to construct a new County park on a 260-acre parcel formerly owned by Manchester Township.  The proposed County park will occupy 33 acres of the property.  The property is currently undeveloped.  Proposed amenities include athletic fields and courts, picnic pavilions, a spray park, playgrounds, hiking trails, a comfort station, a maintenance yard, and associated parking.

Pursuant to N.J.A.C. 7:36-25.13, the NJDEP has been asked to review the following proposed leases of Green Acres encumbered parkland:

Proposed Lessees/Leased Premises:

Robbinsville PAL Junior Ravens Football and Cheerleading (nonprofit organization)–all lined athletic fields on Blakely Park and specifically identified appurtenant structures, including field lights and toilet facilities provided by the Township.

Robbinsville Lacrosse Association (nonprofit organization)–all lined athletic fields on Blakely Park and Community Park, and specifically identified appurtenant structures, including field lights and toilet facilities provided by the Township at Blakely Park and Community Park.

Washington Township Little League of Robbinsville NJ, Inc., aka Robbinsville Little League (nonprofit organization)–all baseball/softball fields located on Tantum Park (Tantum Field #1, #2, #3 and Joe Barker Field (#4)) and specifically identified appurtenant structures, including Tantum Field #1 and #3 field lights, toilet facilities, concession facilities, Board and Equipment rooms, indoor and outdoor batting cages, and press boxes and T1 Garage and T3 storage sheds provided by the Township.

Robbinsville Soccer Association (nonprofit organization)–all lined athletic fields on Community Park and specifically identified appurtenant structures, including field lights and toilet facilities provided by the Township.

Purpose of Leases:  Use of leased premises for practices, games, tournaments, and other recreational events sponsored by the lessees.

Proposed Lease Term:  5 years (no renewal)

Proposed Compensation:

In kind services (operation of sports leagues and programming, and facilities maintenance) plus annual rent.  Proposed annual rent for the first year of each lease is $5.00 per registered child, with annual rent increasing by $1.00 per registered child each year on January 1, up to a maximum of $9.00 per registered child.

The Township of Berkeley proposes to change the purpose or use of 31.9 acres of the 50.76-acre Eastern Boulevard Soccer Complex from vacant wooded land to active athletic fields and associated parking.  The Eastern Boulevard Soccer Complex is located at 560 Eastern Boulevard in Bayville (Berkeley Township) and contains nine soccer fields, bathrooms, bleachers and a playground.  The proposed project will expand the existing recreational facilities in the park to include three new soccer fields, three parking lots, three softball fields, and a roller hockey rink.

Proposed Action: The City of Hoboken has contacted the New Jersey Department of Environmental Protection proposing the permanent underground diversion of approximately 0.426 acres of parkland in the City of Hoboken’s 1600 Park (Block 256, Lot 1.01 in the City of Hoboken; Block 11, Lots 1 and 2 in the Township of Weehawken) and approximately 2.986 acres of parkland in the City of Hoboken’s Harborside Park (also referred to as Cove Park located on Block 265, Lot 1; Block 267, Lot 1; Block 269.04, Lot 1) for permanent subsurface easements totaling approximately 3.412 acres for the Hudson Tunnel Project.  See hearing notice for additional details about this proposal.

Proposed Action:

The County of Monmouth will hold a public hearing on a request for an Amendment to its Recreation and Open Space Inventory (“ROSI”) to decrease the total square foot area/acreage by removing 3,719+/- square feet (0.085+/- acres) from a 88,551.461+/- square foot (2.033+/- acre) parcel located in the Borough of Tinton Falls, Monmouth County, New Jersey. The property is identified as Block 60.01, Lot 3.01 on the Borough of Tinton Falls Tax Map and is located adjacent to the Swimming River and Monmouth County Bridge S-14 to the north, and County Route 50 (Swimming River Road) (“CR 50”) to the west, at the northerly boundary of Tinton Falls that adjoins the southerly boundary of the Township of Middletown and the northeasterly boundary of Colts Neck.  This request for a ROSI amendment is made to designate 3,719 +/- square feet (0.085 +/- acre) to be added to the future width of CR 50 according to formal Resolutions and directives issued by the Monmouth County Board of Chosen Freeholders for Monmouth County’s Road Plan for CR 50 prior to the County’s acquiring the property.  See public hearing notice for additional details.

Proposed Action:

The City of Cape May is considering disposing of 0.14 +/- acre of parkland, which is located along St. John Street, near the intersection of St. John Street and Lafayette Street, and identified as Block 1061, Lots 44 and 47 of the Official Tax Maps of the City of Cape May in connection with the proposed relocation of the City’s police station and development of a new police station facility on site. The existing parkland is located within a designated Overburdened Community and in accordance with Executive Order 23, the Department will be taking Environmental Justice issues into consideration when evaluating the proposed disposal application to the extent not inconsistent with law.

As compensation for the proposed disposal, the City proposes to dedicate as parkland approximately 4.86 +/- acres of City-owned land, commonly known as the Sewell Tract, and identified as Block 1163, Lot 7; Block 1164, Lot 6; Block 1165, Lots 1 and 6; and, Block 1167, Lot 2; Block 1168, Lot 2 on the Official Tax Maps of the City of Cape May and commonly referred to as the Sewell Tract. The proposed replacement land is subject to determination of eligibility as replacement land by the Green Acres Program, pursuant to N.J.A.C. 7:36-26.10(d)2.
