Environmental Justice
Historically, low-income communities and communities of color face a disproportionately high number of environmental and public health stressors and, as a result, suffer from increased adverse health effects. New Jersey seeks to correct these outcomes by furthering the promise of environmental justice. The following orders help to facilitate these changes.

Senate Bill No. 3207 | Global Warming Response Act
The bill establishes new timeframes for the implementation of certain requirements in the “Global Warming Response Act” and requires the Department to adopt a strategy to reduce short-lived climate pollutants – black carbon, methane, tropospheric ozone and fluorinated gases.

The executive order more than doubles New Jersey’s offshore wind goal to 7,500 Megawatts by 2035. It will deliver the clean, renewable energy generation needed to meet the State’s goals of 50 percent renewable energy by 2030 and a 100 percent clean energy economy by 2050.

89 | Climate Change Resilience
The executive order establishes a statewide Climate Change Resilience Strategy, a Climate and Flood Resilience Program, and an Interagency Council on Climate Resilience. The council is comprised of 16 state agencies to develop short- and long-term action plans that will promote the long-term mitigation, adaptation, and resilience of New Jersey’s economy, communities, infrastructure, and natural resources.

The executive order establishes the Environmental Justice Advisory Council to integrate environmental justice into the Department’s policies, programs, initiatives and activities. The executive order directs the New Jersey Department of Environmental Protection and the Board of Public Utilities to immediately begin negotiations with current RGGI member states to determine how to best reenter New Jersey into the carbon budget trading program. The Executive Order also names the Commissioner and President as New Jersey’s appointments to the RGGI Board of Directors once the process of rejoining is complete. Under the Executive Order, NJDEP must also create a framework for how RGGI funds will be allocated.

2021-05 | GWRA – DEP Climate Mitigation Fleet Transition Initiative
The Administrative Order (AO) requires DEP program areas in need of a vehicle to purchase the most fuel-efficient vehicle possible; and designates two DEP programs to collaborate on the review & approval of all DEP vehicle acquisitions and deployment of charging infrastructure to support DEP’s electric vehicle fleet. The AO establishes timelines for developing employee education materials to adapt to using DEP owned electric vehicles, and developing an implementation plan for deployment of electric vehicle charging infrastructure at DEP owned and managed facilities, for the public, and for DEP workplace locations for employees with personal electric vehicles. |
