Preliminary Application
Introduction
New Jersey and National Registers of Historic Places nominations are labor-intensive. Before starting the nomination itself, fill out this Preliminary Application form. We use it to screen properties early in the registration process. If we find your property is not eligible, this saves you time, money and effort. If applicable, we also prepare a Certification of Eligibility (COE).
Preliminary Application form
Anyone can submit a preliminary application for New Jersey and National Register listings. There are no application deadlines — we review applications on a rolling basis.
We encourage all applicants to check the following before submission:
- Form: Complete all sections of the application.
- Photographs: Include both exterior and interior photographs.
- Background: Present the background information in a well-organized, clear and concise manner.

Preliminary process
Once we receive your preliminary application, it becomes a public document. An HPO staff member will
- Review the submission for completeness.
- Determine if we need additional information to evaluate the resource.
Next, we prepare an internal presentation for our internal Eligibility Meetings. Here, the full professional staff in our office evaluate the property’s eligibility.
Certification of Eligibility
If the applicant requests a COE for a resource and we determine it is eligible, we issue a new COE at this stage. A COE can open opportunities for state, county and local grants.
