Green Streets & Stormwater Infrastructure Mapping Grant Program
PURPOSE OF FUNDING
The New Jersey Department of Environmental Protection is making available funding to promote stormwater management and increased resilience within communities through green stormwater infrastructure (green streets) and stormwater infrastructure mapping.

WHO IS ELIGIBLE
All 21 counties in New Jersey are eligible to apply for green streets and stormwater infrastructure mapping funding.
GRANT LIMITATIONS
Grant funding to be divided equally among each of New Jersey’s 21 counties. The minimum awarded amount is $175,000 ($75,000 for green streets and $100,000 for stormwater infrastructure mapping). Should fewer than 21 counties apply for this grant funding, the remaining money will be added proportionately to each eligible grant applicants award up to a maximum total award of $350,000 ($150,000 for green streets and $200,000 for stormwater infrastructure mapping).
Funding for green street projects can be utilized for any planning activities related to a project that includes the utilization of green infrastructure (as defined at N.J.A.C. 7:8-1.2) along a county road that is located within an overburdened community as listed on the Environmental Justice Mapping, Assessment and Protection (EJMAP) Tool link found on https://njdepwptest.net/ej/resources/. A completed project plan must be submitted to the Department to receive the final disbursement of funds. Reimbursement may be sought for a previous project that met these criteria.
Funding for the stormwater infrastructure mapping can be utilized for any expenses incurred to meet the MS4 Infrastructure Map requirement of the Highway Agency MS4 permit issued to each county. A complete or partially complete MS4 Infrastructure Map must be submitted to the Department to receive the final disbursement of funds. Applicants who have already incurred costs towards completion of their stormwater infrastructure mapping may be eligible for reimbursement under this grant for incurred costs up to the amount of funding dispersed under the grant.
Initial disbursement of funds will occur upon execution of grant agreement. All funds must be spent by the Grantee by September 1, 2026. Any funding received by a grantee that is not committed to payment of eligible project costs must be returned to the Department. Further, any costs that are not allowed by the Department must also be returned. The determination of eligible project costs is at the sole discretion of the Department. Distribution of funds is at the sole discretion of the Department.
Because funds will be distributed on a rolling basis, qualified facilities counties are encouraged to submit the required information as soon as possible.
APPLICATION PROCEDURES
Applications must be submitted via NJDEP SAGE within the period listed.
The same application will be used for the green streets and stormwater infrastructure mapping funding. Each application will be reviewed and evaluated based on completeness and submission of the required information. Any application materials submitted after this application deadline will not be accepted. Incomplete applications will be deemed ineligible. The Department’s Division of Watershed Protection and Restoration reserves the right to review and determine the eligibility of all requests for funding.
