Surface Water Quality Standards (SWQS) Stakeholder Meeting

FreeThe Department’s Division of Water Monitoring, Standards and Pesticide Control has scheduled a public stakeholder meeting via Microsoft Teams, on September 11, 2024 from 10:00 – 11:30 a.m. The purpose of this meeting is to update stakeholders and solicit feedback on the anticipated rule proposal to amend the Surface Water Quality Standards (SWQS) at N.J.A.C. 7:9B. Previous stakeholder meetings on these anticipated amendments were held on May 2019, June 2022 and August 2023.
Discussion topics at this meeting will include anticipated amendments at N.J.A.C. 7:9B to
- Add new policies regarding significant figures and rounding;
- Revise definitions for “carcinogen” and “noncarcinogen”;
- Update human health criteria for 94 toxic substances at N.J.A.C. 7:9B-1.14(f)7 based on the Department’s review of USEPA’s 2015 304(a) recommended criteria;
- Add new freshwater criterion for 1,4-dioxane, PFNA, PFOA, and PFOS; and
- Update the NJPDES rules at N.J.A.C. 7:14A-4 (Permit Application Requirements) to strengthen existing language that enables the Department to request quantitative data as part of an individual permit application.
The meeting agenda includes a review of changes from the August 2023 stakeholder meeting. The changes include revisions to fresh and/or saline criteria for 9 of the 94 toxic substances previously mentioned resulting from the significant figures policy. Additionally, the changes include updated freshwater criteria for PFNA, PFOA, and PFOS based on drinking water exposure.
