Environmental and Public Health Analysis
The Office of Environmental and Public Health Analysis (EPHA) supports the administration of environmental and public health programs and initiatives consistent with the Department’s authorities and legislative mandates.
As the liaison to the New Jersey Department of Health’s Environmental Public Health Tracking (EPHT) program, this office:
- Coordinates regular NJDEP data submittals to the larger National EPHT network
- Leverages various data sets to develop tools and resources that highlight the public health impacts from environmental degradation
These tools look at environmental public health from various perspectives (e.g., local government, environmental justice) and scales (e.g., parcel, block group, municipality) to inform meaningful solutions.
2023 Updated Vulnerability Analyses
NJDEP has updated a series of vulnerability analyses to support municipal and county emergency management planning. The data in these analyses is confidential, so to access it, municipal and county officials need to e-sign a Confidential Agreement attesting to their commitment to maintain the security and integrity of the data and documentation. After e-signing the form, email it to OEPHA@njdepwptest.net. Once sent, you’ll receive instructions on how to access the Vulnerability Analyses.
Recent tools and resources developed by EPHA include:
Environmental Justice Mapping, Assessment, and Protection (EJMAP) Tool
Designed to support the NJDEP’s efforts to implement the EJ Law through its regulatory and permitting processes, EJMAP visualizes the information that determines what areas are subject to the Law’s protections and whether those areas are already adversely stressed. The tool has a companion Technical Guidance document that outlines the data sources and methodologies used in the tools, as well as provides rationale for the stressors within the tool.
Healthy Community Planning NJ (HCP-NJ)
A State web resource designed to assist local community planning activities. The site provides individual, municipal-level snapshots of a community’s health and environmental data to help facilitate active local public health planning and action. HCP-NJ was developed by NJDOH and NJDEP working in partnership as part of the New Jersey EPHT program, with funding from the federal Centers for Disease Control and Prevention.
Potential Lead Exposure Mapping (PLEM)
Designed to provide a publicly available mapping of potential lead exposure sources throughout New Jersey, Phase I of this tool looks specifically at lead paint in housing as the primary source of elevated childhood blood lead levels.
NJDEP Urban Heat Island Effect and Land Surface Temperature in New Jersey (arcgis.com)
Designed to identify Urban Heat Island (UHI) areas throughout New Jersey using Landsat 8 and 9 satellite imagery provided by the United States Geological Survey (USGS), to visualize land surface temperature (LST) values for New Jersey from the summer of 2022. This web app allows users to view the surface temperature values within specific areas of interest (address, municipality, county) at a resolution of approximately 1002 ft, and land surface temperature within and surrounding New Jersey’s designated overburdened communities OBCs.
Heat Hub NJ
A State digital resource on all things related to extreme heat in NJ. The site provides the basics of extreme heat, how it impacts daily life and the environment, the risks it poses to human health and wellbeing, ways to determine if you or a loved one are particularly vulnerable to the effects of extreme heat, and actions to take to protect yourself and others.
Chill Out NJ
As summer temperatures rise, New Jersey residents, particularly those without access to air conditioning at home or work, look for places to beat the heat. Chill Out NJ is a one-stop interactive map designed to help New Jerseyans find oases from the heat near where they live, work and play. Use Chill Out NJ to search a variety of public free- or low-cost options to keep cool during the “dog days of summer.” The map provides locator information (address and website) and directions via google maps, where available.
