NJPDES Monitoring Report Forms (MRFs)

Monitoring Report Forms, or MRFs, are used for the routine reporting of self-monitoring results by NJPDES permittees as required by Part III of their permits (refer to N.J.A.C. 7:14A-6.8).  There are three different types of MRFs: Discharge Monitoring Report (DMR) forms, Waste Characterization Report (WCR) forms, and Residual Transfer Report (RTR) forms.  In general, DMRs are used for the reporting of monitoring results for limited and/or non-limited parameters.  WCRs are used primarily for the reporting of sampling data associated with nonlimited parameters, such as periodic priority pollutant scans, groundwater monitoring well results, and residual monitoring information.  RTRs are used to report and track quantities of residual volumes transferred inter- and intra- facility.

Submission of MRFs

The Department has adopted policies to conduct business electronically without the need for paper, including submission of MRFs. The regulations at N.J.A.C. 7:14A-6.8(d) authorize the electronic submission of monitoring results. Consistent with the provisions of N.J.A.C. 7:14C-1.7(b) and NJPDES permits, monitoring results to meet Sludge Quality Assurance Regulations (SQAR) are required to be submitted electronically. In addition, consistent with the provisions of 40 CFR 127 (also known as the NPDES Electronic Reporting Rule), all NJPDES discharge to surface water (DSW) and discharge of stormwater (DST) permittees are required to submit MRFs electronically.

Electronic submission of MRFs has been offered by the Department since April 2003. This service is available through the Department’s Online Portal – NJDEP Online .  There are many benefits to the electronic submission of MRFs including, but not limited to, the following:

  • Environmentally Friendly…NO PAPER TO FILE.
