eMobility Frequently Asked Questions
Who can apply?
Both public and private entities are encouraged to apply if their project is for an eMobility strategy that can benefit an underserved community. Visit the Eligibility Page for more information.
Note: Applicants that are not a public, educational, or not-for-profit entity must use third-party vendors and subcontractors for any project elements that will be funded by the grant.
Can a shared-use mobility service provider apply for funding through the eMobility Grant Program?
Public, educational, and nonprofit entities can apply directly to the program. For-profit companies can partner with one of these entities to apply for an eMobility project. In such cases, the public, educational, or nonprofit entity would be the direct recipient of the grant funding, while the mobility service provider would be listed as a subcontractor in the grant agreement.
I have an idea for a project that is uncommon but still qualifies as shared electric mobility, should I submit a proposal?
Yes. All ideas will be reviewed and considered for funding if they are for an eMobility project.
The instructions for How to Apply for Funding mention supporting documents. Are these necessary?
Supporting documents are not necessary to apply for eMobility funding. Some applicants prefer to provide extra resources so that DEP staff can have a better understanding of their proposal. Examples include reference letters from partners, community survey results, and expanded budget tables. Supporting documents may be emailed as attachments to stopthesoot@dep.nj.gov after you submit your proposal. Please include “eMobility Grant Program” is the subject line and reference your Company/Organization contact information in the email body.
Are plug-in hybrid electric vehicles (PHEVs) eligible for funding under the eMobility program?
No. If vehicles are included in a proposal, they should be all-electric, also known as battery electric vehicles (BEVs).
How much funding is available?
Funding sources and availability for eMobility projects vary. Since the program launched, proceeds from New Jersey’s Regional Greenhouse Gas Initiative auctions have provided approximately $18.3M for eMobility projects. View the Awarded Projects section to see how this funding was allocated.
What type of unique parameters or requirements might a funding source have for an eMobility project?
These can vary depending on the where the funds are coming from, whether Federal, state, or other sources, and will be described when a competitive solicitation is announced. Rolling Admissions generally only need to meet the requirements described in the Eligibility section. The following are some examples of parameters or requirements that an eMobility project might need to meet: one that provides transportation services and/or charging near concentrations of multifamily housing, one that provides options for transporting community members to places of employment, or one in which the applicant is a local government. These are only a few examples of many different possibilities.
What is the maximum amount of funding or number of project elements (vehicles, charging stations, etc.) any single entity can apply for?
There are no limits to the size of a proposal, but it is beneficial to indicate if a project is scalable with a description of what that means for the overall project.
What does the application process look like?
All proposals are reviewed and added to our list of potential eMobility projects. As funding becomes available, we may contact applicants for additional information or to notify them that their project is selected for funding. Submitting a proposal does not guarantee the project will be awarded funding. An overview of the process for submitting a proposal is provided in Attachment A of the eMobility Grant Program Overview.
What happens if my proposal is chosen for funding?
DEP will work with you to get your project(s) underway. Depending on the complexity and timeline of your project, this could involve a few emails or regularly scheduled meetings with DEP staff and partners.
Can grants received under the eMobility program be combined with other state or federal grants?
There are many rules that pertain to state and federal funding, and it is best to contact us directly for specific questions.
