Notification of Solicitation for Teams to Administer the Clean Corridor Coalition Program

On January 15, 2025, NJDEP issued a solicitation for a Program Administration Team to support the administration and implementation of the multi-state Clean Corridor Coalition grant. The Program Administration Team’s tasks will include (1) developing Requests for Information and Request for Proposals to charging station site hosts, network service providers, and technology vendors; (2) providing technical support for the coalition and subrecipients; (3) assisting with stakeholder engagement; and (4) compiling and submitting periodic reports to the USEPA. The prime contractor will be chosen from the list of pre-qualified vendors on New Jersey’s  T2599 contract, however the prime contractor may partner with qualified sub-contractors to carry out the required work. Parties interested in becoming sub-contractors may reach out to the pre-qualified vendors to discuss potential teaming arrangements.  All subcontractors must be named in the prime contractor’s bid. The Clean Corridor Coalition will bring nearly $250M to the mid-Atlantic region for electric medium- and heavy-duty vehicle charging

The Clean Corridor Coalition is a multi-state effort to deploy medium- and heavy-duty zero-emission vehicle charging infrastructure for freight electrification along the I-95 corridor and adjacent roads from Connecticut to Maryland. The Clean Corridor Coalition was awarded a $249 million grant from the U.S. Environmental Protection Agency (EPA) Climate Pollution Reduction Grant (CPRG) program in July 2024.

The coalition is led by the New Jersey Department of Environmental Protection in partnership with the Connecticut Department of Energy and Environmental Protection, Delaware Department of Transportation, Maryland Department of Transportation, and Maryland Department of the Environment.

The Clean Corridor Coalition will fund infrastructure for zero-emission medium- and heavy-duty vehicles, provide technical assistance to charging sites, deliver training and provide support services to establish a skilled workforce, conduct meaningful community engagement, and enable planning by states and stakeholders along the corridor.

The corridor from Connecticut to Maryland is one of the most densely populated freight corridors in the United States. Cutting air pollution from trucks in this region could improve quality of life for millions of people, including by reducing particulate emissions that can exacerbate childhood asthma and cardiovascular disease.
